i am supportive of the puc proposal. i had the opportunity to meet with mr. ramirez who has done some terrific work on the topic and each of the outlines are good ones. i think the hard part is the east-west connection in the whitening trail. i think there's a foundation in place to make that happen but the important thing is we don't want to spend 13 years making that happen because last time we addressed this issue was 2002 and it was a tough debate about opening access at all that was done and the sf puc now has some great proposals for expanding it so when we go to the next phase let's not take 13 years to get there. finally two final points i think there's a tremendous opportunity for collaboration in this effort. today on the peninsula there's a group called the peninsula park working group that brings together the leaders of [inaudible] puc, our park system, coastal conservancy and others and they're a key group to work on the connector and finally i think we all understand how environmentally sensitive the lands are but i think we can balance the need

miss hale >> there's been some activity at the california puc that we wanted to report on. you will recall i have reported a number of times now on their activities with respect to pg&e's green tariff application. they issued their decision, the cpuc, california puc, issued their decision in late january and that decision was forth the schedule for pg&e to file their advice letters, which are the implementation filings that the utilities make after the california commission tells them what they have authority to do. and that advice letter, pg&e will be providing more specificity around a number of the program's features including final rates for the program that they are planning to launch. the sdis, i spoke to some important issues but also deferred a number of issues. for example, the community outreach and strategy for engaging low income customers, i think that's an important issue for san francisco's interest. options for making the green tariff more affordable in particular and we're particularly interested in the fact that they have deferred consideration of how to i

chairman commissioner chan on page 4 of our report we note that is shown in table 3 the puc included a 5.4 cost escalation 10 to 20 percent for puc staff support for the design construction and federal land inclusion that totals all of the contingencies total $5 million plus that represents 60.3 percent of the base construction contract bid of $9 million plus and we certainly recognize that the environmental clean up and retaliation is can come up with you think anticipated contamination and related costs but we believe that factoring that amount of 4 e $5 million plus is 60 percent and excessive a total of $2 million 63 thousand dollars plus are 32 percent of the $9.2 million construction contract should be sufficient for the excavation is the $2 million plus less than the 12e789d costs shown in table 3 of the $5 million plus so our recommendations on page 5 of our report we recommended you realize $2 million of the $5. million of the liquid site and continue to reserve the balance to continue on reserve i'll be happy to answer any questions. >> thank you, mr. rose supervisor tang.
