now enters the puc. will to grant this ena to developers that propose to build 1,300 units in the balboa reservoir. the loss of parking will cause our enrollment to plummet again. once the ena is signed, the puc will no longer be able to talk to the college about solutions to the parking problem created by the development. there is no doubt that some truly affordable housing can be built on the site, with reconfigured parking to meet the needs of low-income students with two and three jobs and children to drop off and pick up. do not allow the puc to do the job that the new-much-discredited acc-jc tried to do and failed. it's the puc parcel. they must get maximum value. they cannot split a parcel and have a portion that's basically useless on the market. from the puc's perspective, if they're going to sell a surplus asset, they're going to sell it at the highest value, which includes the dpw parcel being thrown in at the same time. when you have a larger parcel thrown together, it's a higher value. >> commissioner johnson: okay. i'm glad we got that clear. i think the piece that was missing for me is the reason that we cannot provide the easement, so i got it. >> and i should clarify, the reason why it's going to rezone technically, it's standard practice that the unzoned would take -- so it would transfer the property to the plaintiff in this case. and standard practice is that it would not remain public, or we would have to face this issue or rezone it. it is happening before or at the same time as the transfer. we would be going to the abutting zoning. >> commissioner johnson: thank you. i'm just about ready to make a motion, but one last question

liaison role between the public and the puc. i would say that having gone to a lot of sfpuc meetings the commission gets some good analysis on the presentation from their staff from the lafco staffer. as you heard from mr. brooks, there is aggressive legislation that is coming up every session at this point. and we didn't even mention in addition to regionalization, there was specific cca-killing legislation that the cca folks are working on. but it would be great to have the city and county in this capacity of lafco monitoring as they previously did. if there is some way to both issue your kind of long-term actual plan for an executive staffer as well as some kind of short term stuff getting in someone right away and fill in3me the gap time to make sure we're not missing something in january when bills are getting introduced. i think that would be advantageous. >> supervisor fewer: thank you very much. >> good afternoon again. eric brooks san francisco green party. our city californians for energy choice clean energy advocates.

i want to commend the puc. i know would have been having a lot of conversations on information before purchasing the home and raising the driveways. we are looking at maps yesterday where there's new construction right next to a home that has a downward sloping driveway and that person is experiencing significant flooding and the one next door has a driveway that slopes up to the home and. i think there are more affordable solutions than making the sewer up to a hundred-year capacity that would affect the rate payers dramatically. if you are talking about a three or $400 million upgrade for one system to even get it to a 25-year storm versus doing -- raising the foundations or the driveways or 50 or 60 homes, you are talking about saving millions and millions of dollars. so, maybe a $20 million project for 50 or 60 homes versus $400 million. that is a lot of savings but it is real. i think we need to move quicker. we have had early conversations with contractors this is what they specialize in. i think we need

he was joined by people from public works or rec and parks department and the san francisco puc and bay friendly. among other things we discussed the use of pesticides and talked about advanced notification. the department will be holding a public hearing on the draft reduce risk pesticide list in december. in january, the policy committee will be discussing the public comment then in march it comes to us. at our november 12 meeting we heard a presentation on the energy and pesticide i implications for new commercial activity relating to medical and recreational marijuana use on january 1 the state will be -- as i'm sure you all know, allowing adult use of marijuana or cannabis and the city and state are putting together regulations so we got kind of a heads-up on what the regulations are going to look at with emphasis on the environmental implications of the industry which turn out to be very very large indeed. we also heard a presentation on san francisco's solar plus resiliency project. the department received a grant from the federal department of energy to create solar storage faci
