in 2017, the puc commission approved an agreement allowing the puc and the developer to pursue a purchase and sale transaction for the property. the p.s.a. said they will purchase the parcel for $11.4 million by december 2022. the purchase and sale agreement includes a close of escrow by december 2022 with initial depopts prior to closing. at the close of escrow, the developer may elect to have the city carryback financing at a 3% interest rate. portions of the site are subject to the 2012 access easement agreements between the puc and city college. to develop the project, the original access easement agreements will be amended to allow the widening and new right of way. the sfpuc will maintain a parcel with certain surface and subsurface water transmission lines that belong to the puc. the puc is creating a 20-year open space license to the developer for the benefit of the general public as showed in the general master plan. to the next slide, please. the puc is obligated to obtain fair market value for the sale of the property and relies on certified appraisers for the fair market value

and the hormel fire which is a branch of the river fire and the czu and two representatives to the puc operations center to make sure the assets for the city were paramount priority. these are folks i was getting and wednesday night in vacaville and this is from the salinas where the p.i.o. from the local firefighters posted this on social media thanking us for showing up and being there and helping. tremendous response. a lot of feedback from folks from the bay area about this incredible part we play. and these are the committees meeting for the last few months. one of the priorities was to update the policies procedures, manuals. another is to identify grant opportunities and how much they would like to go and apply for. so instead of doing the work and they are the experts and they can provide us with information and exactly where they need and prioritize those requests too. and that is what they have been working on. as far as training we were happy to have commissioner feinstein preside over the valuation of the 15th ems academy where we named 12 new member. fine were level two pr
