how revenue bond were managed by the puc and city? how were they going to do this? obviously they had to employ outside agency for outside audits and what happens is that the mayor at that time, mr. gavin newsom, along with the controller, mr. ed harrington who later became the general manager of the puc undermined the revenue bond oversight committee so they would have complete control over the monies and eliminating public oversight. the proof of the pudding the deck was stacked with staff members from the puc to contract with the city services auditing division of the controller's office. so what happened, the result was the fox was guarding the hen. >> supervisor, if i could ask you a question, so you are able to finish your comments. >> i appreciate it. >> i would like you to explain a little bit more what if you can go through your remarks in terms of what you were trying to say there? >> i don't want to take away from the other people here and i certainly -- you know exactly what i'm saying. this was a political move to get complete control of those monies wit

and beyond what we would do in this pilot. we're really looking at on-street. we'd be happy to facilitate conversations between city college and puc and other large housing authority, other large landowners with the car share companies to the extent we could help see more car sharing in those areas. i think putting one on-street space as an island, i think is going to always be a challenge in terms of getting that critical massive usage to get the utilization to where it makes sense to have it there. i think we need to help seed that demand and perhaps using some of these spaces, city college, hunters view, the sewer plant, those could be great ways to do it. so, we're happy to work with the car share companies and those land owners to try to get more car sharing outside of the on-street. in any case, we want to pursue the on-street as well for the reasons that we discussed. they're visible. they're everywhere. they're perhaps more sustainable because they don't go away the way parking lots do. so, i think parallel strategy of both on-street and off-street legislation supervisor wiener has introduced, all of those are pathways to

we have a staff of about 400 city employees and about 500 consultants. puc is really embracing technology. we wanted to make sure we really had a system that would elevate all issues so we could address them in a timely manner. as you know, time is money. we have a construction management information system. it is a great tool to help us address construction and make it successful, as it is today. cmis is one of the first major tools we put in place. the next one is the san francisco online invoicing, where we are now working with the contractor and consultant to have them submit their invoices online. we are also working on electronic bidding systems. another way we can reduce the paperwork and all the other issues tied with the procurements. i live in san francisco. i am a rate-payer. i really care about the way we spend our money. systems like this that will allow transparency, clarity, accountability, and efficiency -- i think systems like this need to be applied to all parts of the city. we really strive to lead and embraced technology so we can be ahea

city's local business enterprise lbe ordinance. and specifically, what we would like to do is change the definition of puc regional projects. the context for this proposed change or the context for the puclbe program is that in 2006 as the city was developing the lbe program, we developed the puclbe program to expand opportunities for small business he located within our regional service area to access construction -- the water system improvement program projects. as you all know, the $4.6 billion program, two-thirds of which is paid for by our regional wholesale customers. so, we felt its was critically importantv that the small businesses located in those areas where those projects were taking place could compete. the program has been very successful in creating that opportunity for regional businesses throughout the sfpuc service area. with the water system improvement program in its later phases of implementation, we would now like to change the definition of puc regional projects to include, one, all regional projects that are cost shared with other jurisdictions. and then, two, any projects that are more than 70 miles

believe three other department heads within the city, the director of public works, the chief administrative officer, and i believe the general manager of the puc. >> controller. >> yes, it was the same person. >> same person, different position, yes. >> so, president walker worked with those three city staff to develop the protocols, the search process. i think you hired or worked with a search firm. sent out solicitations, received qualifications and applications from candidates. and then i believe that group narrowed the field down to half a dozen potential candidates. at that point the building inspection commission met in closed session and interviewed each of the candidates from this narrowed field. the interviews were held off-site. its was properly noticed in accordance with all the various rules. they were held at different times, so, the different candidates who you're interviewing didn't know who else was being interviewed. and after all the candidates were interviewed, i believe there was at least one or more additional closed sessions where the commission made its decision on a particular candidate. and then there was an offer proc

and construction of that project. this is a $5.7 million project funded by the city and the port. and once it's up and going for a while and we meet electricity usage goal, the puc then will rebate the port $1.5 million. so, the dredging is -- dredging is kind of the unseen -- it is the unseen component of port maintenance. but it has a real effect. it enables our cruise ships to come in, in this particular case, it enables ships to continue to come into the dry dock. this slide, the small illegible numbers are the data that the big white numbers at the bottom are based on. this is the work that would not have been able to come into the dry dock if we had not done the dredging a little over a year ago in 2011. grand total of almost $1.6 million of additional rent that came into the port that we would not have seen, and $48 million worth of projects that the shipyard could not have done without that $2 million worth of dredging. so, the investments over the last few years have really paid off. i'm going to come back to that one. looking at the overall trends, it's been increasing revenues for the last five years, beginning with the dry dock 2 expansion and contin

as part of this program eir approval the sf puc limited to water deliveries to the current level of 265 million-gallons a day and for the city of san francisco this meant developing 10,000-gallons a day of alternate water supplies here in the city. to meet this goal we're pursuing additional water conservation measures to reduce demands on drinking water and developing new sources of supply including groundwater which would be used to augment the drinking water supply and recycled water used for non drinking uses and irrigation and toilet flushing. in san francisco we're moving forward with the implementation of our program. we have three projects here in the city. we have the harding park project and the reservoir and pump station that is used to pump water produced by daly city and we have the next water project and produce 1.6 million-gallons of recycled water for golden gate park and presidio park and the golf course and we have a project to deliver 2 million-gallons a day of recycled water. so again just to circle back as to why we're doing recycled water. recycled water lets us devote drinking water for the highest pur
