reforms must be made in puerto rico. foremost among these is allowing physics, engineering, economics, fairness and transparency. these are the drivers of decision-making rather than politics. with appropriate reforms in place to rico could expand renewable generation on the island. however, renewable power and other forms of distributed generation have limitations when it comes to meeting the immediate electricity demands of the island. i'd be glad to discussthis further during questioning . for puerto rico's energy future will take a multidisciplinary coordination and effort . throwing federal dollars that the problem and into the hands of the unregulated prepa will produce the same situation that has prevailed for decades. in addition to establishing a regulatory body , congress should take action to make the island investable. when prepa emerges from bankruptcy, it's credit rating will likely be low investment. funding institutions will find that unacceptable and be unwilling to participate in the financial structure.
