so joining us now to help make sense of it, co-founder of "punchbowl news," anna palmer. proposal he floated this weekend on the television, a standalone measure for israel. what are you and your colleagues learning about what it will look like, how much money, and what's the timing? >> i think it reflects a broader feeling certainly of house republicans, that they don't want to jam a bunch of issues that they feel are separate and put them together in these larger packages as we have historically seen congress do. i think the biggest thing to watch is that speaker johnson wants to have this emergency funding offset. that's basically unheard of. so they're going to try to finding some kinds of cuts. we don't have any indications what those cuts would look like, but that's a real effort to increase a number of republicans who would be willing to support this pack am and it goes to the senate where you have a very different viewpoint where you have mitch mcconnell and others saying we should have funding. >> so, anna, we heard from matt gaetz talking about pushing out mccar

there was one suggestion, i think on punchbowl, that there was a plan with some that the democrats mighta look at whoever came out of today -- out of this nomination from the republican conference and see if there could be some agreement behind the scenes on some of their key issues, like sticking to the budget deal rather than those deeper cuts that kevin mccarthy then went for and that democrats might stay out and not show up for the quorum call and that would lower the 217 threshold. >> reporter: the idea of kevin mccarthy coming back is fan fiction. part of that is indicated by the fact that even people who consider themselves only kevin in previous rounds, they were ready to back byron donalds yesterday. it was almost as if the only kevin thing wasn't true. it was only not just jordan. i don't think there's anything that kevin mccarthy has done to win back members. i find it hard to believe they would feel compelled to support him, especially when there's another nominee out here. as it relates to mchenry and emmer and democratic involvement, i think there's an element of possibilit

jordan spent most of yesterday trying to reverse that trend, but as punchbowl news reports, quote, every republican who met with jordan told him they would not back his candidacy for house speaker. and it's not like jordan jordan's allies were doing themselves favors, as we reported on this program they told the press they received death threats for not backing jordan. those death threats backfired and increase through's of of certain opponents. close jordan ally warren davidson said it's not team jordan's fault that holdouts are getting death threats. they are getting the death threats, he said, because they voted against jordan. i don't think anyone was really disputing that, to be honest. jordan was undeterred. he was back at it again today, trying to win the speaker's gavel, starting with a strange meandering press conference this morning that even fox news had difficulty justifying. >> so there is jim jordan, speaker-designate, given a press conference about the status of the speaker's race. doesn't look like he has support yet, brian, and i'm not sure what the purpose of the press

. >> joining us now, nbc news senior capitol hill correspondent garrett haake, and "punchbowl news" cofounder and msnbc political contributor, jake sherman. i want to get this to you first. when i had been talking to ken buck repeatedly about the speaker's race, one of the things he told me for jim jordan and steve scalise is he wanted both of them to say that the election was not stolen, to certify that joe biden won the election. this guy, congressman mike johnson, we see coming down the stairs right now, we might have to go listen to him, not only did not certify the election, but he was the architect of the objections, how did this come to be? >> reporter: because politicians are not often intellectually consistent and the reality is they were exhausted of the speaker's race. mike johnson is relatively unknown, a relative new bee when it comes to the front lines of republican leadership. he had served in a lower level leadership post for a long time. he's not easily demonizable on the campaign trail. he's not a paul ryan or someone like that who caught the brunt of republican attacks. the

joining us now nbc news senior political reporter sahil kapur, cofounder of "punchbowl news" anna palmermmittee spokesperson for republicans kurt bardella. sahil, last night you talked about witnessing this exchange between senators tim kaine and lindsey graham, one democrat, one republican, the senators talking amongst themselves. kaine says to graham, quote, hey, lindsey, you know you don't have to be a member of the house to be chosen speaker. graham responds, yeah, but you got to be sane, and i'm sane enough to say no. so there are real reasons not to want this job. talk about that and who is in the mix? >> that's right, ana, it's a very fluid situation right now. there has been no succession plan in the event kevin mccarthy was toppled as he was yesterday, and there's no official roster of candidates running yet. republicans are expected to discuss that at a forum next week. there are a number of names in the mix. let's put that visual back up. three categories.se down into there are the leadership successors who are on kevin mccarthy's team. stevelise is currently the next in line.

joining us right now is punchbowl news jake sherman. good morning to you. scalise is out.ordan in? who is in? who is possible at this point, jake? >> it sounded like a what's going on, andrew. that's a good question. the government is in chaos at the moment. house republicans are unable to rally around anybody. it is fair at this point, andrew, to say there's a possibility that nobody could get the requisite votes to become spooek speaker of the hoh republican support. scalise is out. jordan supporis up next. he was getting calls out to get the bid for speaker. there are a lot of moderates against jordan who don't believe he is the right pick for speaker. irony of this all is at the end of the day after conservative hardliners pushed kevin mccarthy out, we could end up with a patrick mchenry or a moderate house republican getting to the speakership with democratic support. after hardliners put mccarthy up, you could end up with a speaker with democratic support. >> walk us through the permutations of what happens next and how long this can go on? i imagine technically fore

joining us with the latest is "punchbowl news" co-founder jake sherman.e's also an nbc news and cnbc contributor. any idea what's going to happen today? >> i don't think jim jordan is going to make it. it's plainly obvious for those paying attention in the capital, to be honest with you. the big question is does he go the third round. you have 20 opponents on the first round. he's expected to have more than 20 on the second round. some of his supporters only committed to a first ballot vote for jim jordan. where do we go from there? if he goes to a third ballot, i think he's going to bleed a lot more support. that's the reality. the next question is this. does the house move, and i think they will, and we reported this this morning in our a&m edition that it will move to install patrick mchenry as the speaker until the end of 2023 or sometime in 2024. the question is will democrats support that? they will be needing to support it because a lot of people on the right are not going to like that. then the larger question and this is a question you will proba

joining us now "punchbowl news" co-founder jake sherman, a cnbc news contributor.t where everything stands, the handicapping, over, under, what's happening there? >> soap opera is a way to put this. it's more of a nightmare or horror film. mike johnson, skriv republican from louisiana got the nod last night, late last night in the capitol to be the new republican nominee for speaker. he was the second nominee in one day. tom emmers tried to get it. he had to drop out four hours later, 4 hours and ten minutes later to be precise. johnson has a chance. republicans are tired. they've now wasted 22 days messing around and trying to throw food at each other trying to get a speaker, but there are huge hurdles here. number one, he has to get past the floor vote. i believe he will win, mike johnson. but once he gets to the other side, this is a very inexperienced lawmaker who has been at the lower tier of house republican leadership, doesn't raise a lot of money, has never been in a serious bipartisan negotiation, does not have the experience one would -- many would hope f
