we don't prescribe anything we are doing at purdue. i will say for anybody but ourselves, i will say that sometimes we overlook the simplest things in addressing problems like this. some simple things like if you want people to have more income don't take so much of it from them or keep the cost of living down. if you don't want to have to borrow than don't charge them so much in the first place. if you make that a real target, you can make more progress than most people probably think you can. at our university, maybe the question is we are just trying to decide what's been a seven year freeze on tuition with lower housing and lowered costs can be extended another year, sooner, later we will have to do something let's make an adjustment but it will be cheaper to attend in 2020 which is year seven in nominal unadjusted dollars and it was in 2012. and so, guess what student borrowing is down dramatically because they didn't -- we didn't charge them so much to start with. the on that we are trying to find our way, much like i think the f
