like -- that would be like staffing the new york office of the fbi with new agents right out of quantico. it is one of the busiest offices in the country, or around the globe. there was chronic understaffing most of the time in the review period we looked at, they were right about 65%. they had not reallocated their agent complement for over five years, so they were static for five years in terms of how many agents were allowed. that doesn't mean they had the people in the seats. we saw chronic inexperience that translated into a difficult time, and it is not their fault. these are brand-new agents right out of fort leonard wood, with very few mentors. supervisors at the head of the office, the special agent in charge, very competent and very experienced, but not enough journeymen-level special agents to mentor younger agents, there was not enough continuity. we found they didn't have some specialized tools readily available, like cell phone tracking, extraction of data from cell phones and mobile devices, the ability to go to a magistrate, draft and develop probable cause to get a warra
