christine quinn is the speaker of new york city council. she joins me now.t's good to talk to you. good morning. good evening. >> thank you. >> give us the latest, first of all, on the situation with power. everybody about beneath 39th street has no electricity? >> correct. everyone in manhattan just about south of let's say 40th street, give or take, has no power. part of that is subsystems down, flooding, we have a system so that you don't lose power, you lose the machinery and the flooding has caused a fire at one of our coned stations on 14th street that created more of an outage beyond the pre-emptive outage. we also have widespread outages in the boroughs outside of manhattan who have overhead wires that provide their electric electricity. >> let me ask you about tunnels and flooding and how that might affect the subway system? >> well, we anticipated that the big storm would very likely cause flooding in the tunnels. that's why mass transit authorities closed the subway down at governor cuomo's very wise instruction. that matters because we can then g

with me now on the phone, the city council speaker, christine quinn. christine, how are you?m okay. how are you guys doing? >> last night in the middle of all this mayhem, we spoke. let me start with nyu. i find the answers there pretty unsatisfying, i must say. the focus to me should very much be on the generators and how a backup generator to a major new york hospital could fail. what do you think of this? >> i think there are obviously enormous questions that nyu needs to answer. i understand why they cannot give us those answers today, because they need to get the hospital back up and running, but they are questions that have to be answered. we were assured we being the city, that the hospitals within zone a had capacity to get patients out before the storm, stop taking in anything that was not emergency procedures and that they had sufficient backup generators. that was the representation that they made to the city. why that didn't happen, at a very significant institution. this is not a small neighborhood hospital, not that it would be okay there, but i think you get my

christine quinn is new york city council speaker. she's on the scene of that building collapse in the chelsea neighborhood and joins me on the phone now. christine, we saw the images of this building. it appeared to be in almost total collapse of the facade, if not the whole building itself. what can you tell me? >> basically it appears as though the front of the building just fell off. it looks like you're looking at the back of a dollhouse, actually, when you're looking in the front of it. some of the folks in the building called 911 because debris was coming off the front. the nypd came immediately, did a terrific job. fire department then came while they were trying to secure the building. the front of it fell off on to eighth avenue. no one, first responder or people in the building, were injured, thank goodness. it appears as though the building which looks like a residential building if you were on eighth avenue, may have been an illegal tourist hotel. some 15 people in the building were austrian tourists so we need to follow
