quinton lucas joins us now from our affiliate kctv. good morning to you, mr. mayor. good morning. >> is so tragic, and has really captured the attention of the countries. the shooter is 84 years old and shot an unarmed 16-year-old for ringing his doorbell. he says he thought he was about to be robbed. i know you already have a high rate of gun violence in kansas city, but what has this particular tragedy meant? >> well, to me, it says several things, and one of those was mentioned a moment ago by vice president pence in the interview. i think that actually it is this culture of fear and paranoia that's drummed up by some, including politicians like the former vice president, who mention it almost in a way as if it's an excuse for this type of action. this was in the safest neighborhood of kansas city or one of our safest neighbors, and this was a man who in his statement to the police said he was scared of in essence large black person outside of his door. he thought the child was 6 feet tall. he was only 5'8", thought he was a threat, on the other side of two locked

the suspect expected in that courthouse later today we're joined by kansas city mayor quinton lucas. you have said that ralph yarl was shot because he was existing while black. again, the man who allegedly pulled that trigger, andrew lester was arrested just yesterday, but he was initially taken into custody days ago and was released has law enforcement handled this case properly? >> i think we'll get into a further and deeper review as to the processes here, what i do know is that as soon as the case file was complete several days after the shooting, there was an indictment we have an arraignment today we all have some disappointment that the defendant who had shot this black teenager twice was allowed to surrender himself to authorities yesterday. there are a number of things that may seem a little bit different than normal pro processes, but i think it's too soon for us to be clear on what that is. i know the police department is willing to look at everything here that happened so we can prevent the circumstances that took place from happening in the future one, the incident itsel

joining me now is kansas city mayor quinton lucas., welcome to the newshour and thank you for joining us. i know you have been in touch with ralph jarl -- yarl's family. what can you tell us about how they are doing and how ralph is doing? >> so far, ralph has had a miraculous recovery. to have been shot in the head and shot a second time by this defendant and be out of the hospital by now is absolutely miraculous. i know that at least physically there holding up. mentally, it will be an ongoing challenge for this young man who had seemingly everything going for him and was struck by this unimaginable incident. >> what about people in your community? the idea that a teenager could be shot for showing up at the wrong house is a horrifying notion for parents, especially parents of black children. how is this resonating in kansas city? amna: terribly. it is terrifying for everyone. this is one of those things that for me in public service, those of y'all in journalism, that you worry. i was looking at my door at my home and i was thinkin
