i would love to see the john r. the name of a comprehensive voting rights bill by the senate. that is a combination of hr-4 and hr-1 and now s-1. wrap them into one piece of legislation, and then move it forward. a piece of legislation that will apply to all 50 states, that will look at the history, but also look at current practices that are being put in place. and then rest it firmly within the 15th amendment of the united states constitution. and there is such an excellent discussion of the 15th amendment, the federalist papers 59. hamilton tells us exactly how the federal government must be an overseer of these elections. you cannot have 50 different set of elections in the country. it says that in one state you have to do one thing in order to get to congress. in another thing you have to do another. not -- that is not the way it ought to be. we need one piece of legislation that governs the entire country when it comes to fundamental fairness and the constitution of the united states of america. and i do belie
