i believe the status of a two r -- debate to rosanna. my personal view is that independent of how the state versus commonwealth debate is settled, the existing fiscal bargain with the united states is untenable and needs to be renegotiated. that is what lies behind the absence of comparable medicaid funding. puerto rico as a territory does not pay federal income tax, medicaid historically has been funded by the federal income tax. therefore the logic was puerto rico should not receive the same amount of medicaid funding. as puerto rico pages and the demographics are striking, soon be one of the oldest parts of the united states, it is impossible in my view for puerto rico not to receive comparable medicaid. simply impossible. that has been tapered over for the past 10 years with temporary appropriations but it structurally needs to be changed. a alluded to the earned income tax credits and one of the striking things about the u.s. tax code is that most people earning what the median income in puerto rico is get money back through the federal income
