rachel levin, al jazeera, rio de janeiro. >> meteorologist dave warren. cold air, but a lot more cold is coming with the storm that will be developing. this is not it, just an area of snow in minnesota and iowa, a little bit of disturbed air, cold air pushing south, arctic air i should say minneapolis two below, chicago at single digits, when you factor the wind chill 10, 20° below zero. the cold air will be in place for the next storm. this area of low pressure is up over eastern canada. this one causes a problem. brings a lot of moisture up into that cold air. now it will move east, an area of low pressure develops along this front here which slows everything down, keeps it in place and just puts a lot of moisture into the cold air which is trapped in place to the north side of that front. that's where you get the steady snow. this will be thursday and friday. looks like it's north of new york mainly through new england western new york and just northern pennsylvania seeing that snow. to the south not a lot of moisture is making it into the mid atlantic

rachel levin reports. >> reporter: it takes a lot to knock down this boxing champion, growing up in manyf rio's hundreds of chanty towns means he is used to fighting stereo types. >> translator: a lot of foreigners hear the word and associate it with crime. >> reporter: he is one of 1.5 million brazilians who live in these communities. sprawling neighborhoods controlled by drug gangs where police don't dare to patrol. it's an image repeated constantly on tv and movie screens. >> translator: when go looking for a job and they say they are from this community, it lowers the self-esteem of these young people and makes them question if they can achieve something coming from a bad place. >> reporter: but this 20-year-old blogger and community reporter, delivers the image is disported. >> translator: in a community like this one of 200,000, there's no way 10% of the people here are traffickers. can you imagine? we would see them on every corner. that is not the reality. >> reporter: communities, that's how people describe these neighborhoods. and it's the main reason so many choose to live her

but as my colleague rachel levine points out, there is doubt if this pacification push really can workthe long term. >> reporter: heavily around brazilian elead forces, attempt to be gain control in rio, called pass fisks. that's a government -- pacification, many are close to tourist attractions and the world cup and olympics are coming. after the military is keeping the peace. >> the state was absent in these communities for many years. we arrived and we have this obligation to reconquer this community, and for the residents to grow to trust us. >> reporter: the resident-friendly pleas are having success. murder rates are dropping quickly and so is the number of violent crimes. but the tactics of the pacification police are increasingly being questioned. as more cases emerge of unarmed people being killed or abducted. in some places police have only limited access. this is a community that has yet to be passified by the police. and it's under the control of a criminal gang which conduct their illegal activities out in the open. every day people line up to buy drugs. cocaine, meth and

rachel levin has more. >> several hundred people showed up today here downtown after an announcement by the mayor to increase bus fares by over 10% starting in the new year. people are chanting, saying, "money should be spent not on the world cup, but for education and health care." they are saying that public transportation should be free. now, these protests caught a lot of attention over the summer when they started in sao paulo and spread throughout the country - rio and other major cities. what the people promised to do is continue the fight until public transportation is solved. the world will be watching. the protesters promised to keep up the fight. it's something they promised to see in the weeks and months ahead. >> more than 2 million participated in protests across brazil. the united nations says it has received a notification from india to register an indian diplomat as a member of the mission to the united nations. the diplomat is at the center of a dispute between u.s. and india. protesters gathered outside the indian consular. they had signs saying, "justice and overw
