our senior congressional correspondent rachel scott has the latest from capitol hill. morning, rachel. >> reporter: hey, michael. good morning. leaders are not only under pressure to strike a deal but reach an agreement that could get the broad support of members in their own party. that's why these negotiations have become such a delicate balance for house speaker kevin mccarthy and president biden. republicans want stricter work requirements for some federal aid programs including food stamps. i talked to several progressives from the democratic party who say that's a nonstarter. they will not vote for that. republicans are drawing a hard line when it comes to deep spending cuts. bottom line, neither side will get everything it wants. time is running out. the house is scheduled to leave for recess tomorrow. members will be leaving washington. negotiators say there's still significant gaps in the negotiations and discussions and speaker of the house kevin mccarthy has privately told his members they are nowhere near a deal, michael. >> all right. thank you very much,

has now been placed under arrest and i want to bring in our senior congressional correspondent rachel scotts here, rachel santos has been facing accusations for quite a while. now. what does this mean for his future in congress for him now to be federally charged. well. diane congressman jorge santos has been accused of fabricating almost every single detail of his life from his resume to his background. while he has been under scrutiny for those allegations, it is the focus of this investigation on the money about how he possibly misused in illegally used his campaign finances that could land him and even more legal jeopardy here, where he could currently face up to 20 years in prison on the 13 counts that federal prosecutors are moving forward. with we know that santos, for his part has been defiant. through it all. we have had the opportunity to press in multiple times about many of these allegations back on capitol hill in the halls of congress, he has told me repeatedly that he will not step down that he will not resign. it remains unclear how he will plead when he enters the courtroom

>> rachel scott, thanks. let's get more from rebecca jarvis at the new york stock exchange.rning, rebecca. >> reporter: the view here on wall street is that this deal will get done because the alternative is too catastrophic and everyone in washington knows it. this is why stocks are pointing higher this morning as a number of veteran traders have told me they haven't even taken into consideration or factored in the risk of a deal not getting done. that said, as we get down to the wire, there were a number of payments that need to go out on june 5th that could be not -- that could not go out as a result if this deal doesn't go through. for example, $1 billion in payments to military contractors are due on june 5th. $1 billion in medicare payments are due. you just heard from rachel there, a number of veteran, a number of military, a number of seniors are waiting, hanging in the balance, as this deal gets down to the wire. they have to think about their utility payments, their rent payments and the possibility they won't get those checks on time. mean time just like borrowers

. >> martha: the white house sources are telling our rachel scott the latest proposal will keep non-defense defense discretionary spending flat from 2023 to 234 and the republicans want to increased defense spending. that is despite 40 -- 45 billion more than his department had proposed last time. >> well, let's give some context to discretionary budget. our federal government's 40% bigger today than it was going into covid. secondly, the president was the lead negotiator in 2011 for a 10-year spending cap deal and he was doing that in the context of a debt ceiling negotiation. so this is an -- even the president's own budget, if you look at his 10-year budget resolution proposal that he introduced about a month ago, he has $2.7 trillion in discretionary cut. if you analyze that, that is over $200 billion a year. were talking about going back to 130 billion. that is what we were spending as a nation discretionary just six months ago. so this is more than reasonable. but we have to get back to the pre-covid, pre-inflationary mumayaz spending. we have got to right size and reign in this burea
