racine some of the fewer steps you take. what everybody needs to do is get in-house support. that means you may have to get additional reads from senior editors. if you're very senior you might be one of the final voices. want to make sure your publishing house is going to do justice to the book you're interested in. you might feel like you're the right editor but it doesn't have in-house support. so you need to get reads and house another story that love it as much as you do. every publisher handles this differently. an editorial meeting is when the pros and cons get flushed out. then maybe in a meeting after that you can start talking about numbers and what kind of offer you make. >> it just depends on where you're working for a big house or small hunts and what your role is. where i work we try to keep it simple, we like something is just myself into editors and we discuss it among ourselves. if we like it we get approval to make an offer. it's important not only for the writing to be great and exciting, but we think there is a way to find readers for the book. try to thin

i was share with you something not even reflected in this report, so far in 2018 racine declines in disability applications. that is good news. the level where it now is below the number of applications we had in 2007. that was the peak year of the last economic recovery we expect to have a big drop in the number of applications, and we did. at this point in 2017 were lower and are continuing to drop. we look carefully at characteristics that might be affecting it. we've looked rule versus urban, the application rates are down across the board. it's a little surprising, and i was share particularly from the ranking member that we have done our best to get in touch with people where there is a lot of private long-term -- and they have not been able to give us very specific they have seen drops in their disability claims rates as well. maybe somethings in the water in our society seems healthier these days. we are hopeful. >> have you learned anything? are figured out anything? or are you just babbling at us? >> what we have learned is everything we thought that would be the explanation for this
