. >> reporter: 75-year-old william spingler is free on bail tonight the former radnor township commissioneraccused of inappropriately touching a 103-year-old woman he is related to through a previous marriage. the employees here told police that they saw 75-year-old william spingler touching an elderly resident if a sexual manner on three separate occasions, the 103-year-old vehicle tim suffers from dementia and other ailments and spingler is a well known long time public sevenant on the main line. he was first elected in 1969 and retired as its president last year. police were called to the nursing home on december 16th in wayne. and an employee told officers she saw spingler touching the woman's chest in an inappropriate manner and it happened again the next day and they saw the victim with a blanket pulled up to her shoulders and spingler using his right hand to massage her chest area in an inappropriate way not to be mistaken for assistance of any kind. he left immediately when he noticed the employees watching him and then a registered nurse told police he noticed spingler touching her
