raf, what's the latest on the ground in gaza? seeing a spiraling humanitarian crisis in northern gaza right now. israeli forces are laying siege to the jabalia refugee camp all the way up in the north of the strip, an area where israeli troops have been time and time again over the last year, but they say that hamas fighters are regrouping there and they have no choice but to go in and to try to flush them out. but the united nations is saying that siege means that israeli forces are not allowing food, not allowing medicine into the area. they say the few remaining hospitals which are still functioning are at this point totally overwhelmed. our gaza crew was inside one of those hospitals yesterday when a group of nine civilians who were killed by israeli shelling according to hospital authorities were brought into the emergency room and then taken on to the morgue there. we asked the israeli military about this shelling, about u.n. claims that people who were trying to get out of harm's way are being killed by israeli forces. the

joining me now from israel is nbc news international correspondent raf sanchez.t is the latest you are hearing from israel about retaliation against iran? >> reporter: prime minister netanyahu met at the defense ministry in tel aviv earlier today with the chief of staff, israel's most senior general, the head of the mossad, the foreign intelligence agency and the domestic agency. there was one topic top of the agenda, how, when, at what scale to respond to this unprecedented iranian ballistic missile attack. an israeli official tells me this will come swiftly. israel is absolutely determined to show iran and the world that an attack like this cannot go unanswered. we can look for clues as to what happened last time back in april when iran fired that first barrage of drones, missiles at israel. then it took five days before israel launched what frankly was a very small-scale response, a minor strike at an air base in western iran. israel never publicly acknowledged it was behind that attack even though in private israeli officials said they were responsible. there

raf, this is the u.n. agency that israel accused of being engaged with hamas on october 7th.oof on many of the people they accused, nine people were fired. many countries did cancel unrwa support and re-establish it. what does it mean for thousands who are supposed to be fed properly to meet this deadline of 30 days from two weeks ago the president set? or else weapons could be withheld. >> reporter: this new israeli legislation doesn't go into affect for 90 days. the united states is warning, if it does, it would effectively cripple the u.n.'s ability to deliver aid into gaza. unrwa is the system inside. by far the largest u.n. agency. bigger than the world food program, bigger than unicef. it's the structure upon which this whole aid effort is built. as you said, israel has long had unrwa in its sights before october 7th. it accused the agency of spreading extremist ideology through its schools, perpetuating the palestinian narrative on refugees, of the right of palestinian refugees to return to what is now israel. now israel is really turning the screws. it is notable that

as raf said, that is considered a red line by the white house. it's not really at all clear that israel could be able to totally destroy that program even if it was able to reach some of those sites. there's two iranian enrichment sites that are deep underground under layers of rock and concrete, and it's very unlikely those could be destroyed. i think if israel just goes after military intelligence targets, things like missile launchers, command and control centers, i think the u.s. would view that as proportionate and appropriate. it's not clear what the u.s. thinks about the possibility of striking those oil facilities. of course, president biden's comment yesterday was an acknowledge that it's under discussion, it's a possibility, and oil prices went up as a result of that. there's also a question about that too, right? israel could only hit refineries that refine gasoline. that's only for domestic consumption in iran. that's one option that would affect the oil markets less theoretically than a hit on oil terminals. those are used to export
