it happened because we have incredible leader like senator scott wiener and supervisor rafael mandelman who continue to lead the charge. it happens because of people who make sure we are making the right investment. [applause] >> the hon. london breed: now more than ever, we have to be bold, and i want to really thank mickey callahan for being here. because when i put out the forms last year to make the training and initiatives and other things possible so that people who work for the city and county of san francisco can have the appropriate training to work with our trans community, that we make changes to our documents so people can choose whatever they want to identify with on our forms in the city, she was a leader in moving forth that effort, so thank you, mickey, for being here to celebrate with us today. [ applause ]. >> they were with us when we announced mental health s.f. and they are with us when we're announcing its introduction into law in its final form today. thank you for being with us every single step of the way. we really appreciate you and are so excited for your leadership. everyone, we just created the first universal mental health and substance abuse system in the country. mandelman, for supporting this. thank you. >> thank you. next speaker, please. >> hello, supervisors. thank you rafael for your leadership on this. i want to let you know, many people know that i have been dogging this for a very long time. it is working. down here on the ground, i am experiencing a lot less steeri steering, we have to provide so many ways that providers are steering people away from the services they were qualified for. people and organizations are now more welcoming. they're looking for solutions. it is working. i want to drill down, because there are so many things to talk about but it's little time. on the legislative intent. that was really looking at the disparities. so, i would bring people's attention, i know they did a really good job of that. that is the gold standard in measuring disparities. i saw that type of analysis was missing from some of these reports. we want to look at outcomes, what we are looking at here is a lot of processes. some of the outcomes on the goals are missing. rafael was sort of alluding to that. i love outcomes. i'm in a contractor at i love them. we have to actively ensure tha
