low water or no water while the repairs were being made to a 70 year old water pipe supervisor rafael mandelman told us it's the latest in a string of water main breaks in this neighborhood. over the past several years. >> i think one of the things that's a little peculiar about these breaks in glen park is that these pipes are not the oldest in the city by a lot, i mean, these are postwar pipes and some of the 100 year old pipes are continuing to work fine by the way, the crews had the water back on by early yesterday afternoon. >> california's water board has approved permanent conservation roles. about 400 of the state's largest cities and water districts must come up with a water use plan every year beginning in 2025. by 2027, they must meet water use targets or potentially face cuts. water districts could also face fines of up to $1,000 a day, and $10,000 a day during drought emergencies for failing to set and meet their targets. police in long beach are investigating a deadly boat crash after one person was killed. ten others are hospitalized. the incident happened just before 930 wednesd
