friday it could turn rainier. that's midnight early friday morning. look at the rain at the shore and some of that will be streaming into philadelphia. at 2:00 in the afternoon akormding to this computer model, we'll get breaks in the rain. but the heavier rainfall is just offshore and will be streaming in during the day. follow that moisture to the south and that is joaquin. joaquin is still a tropical storm. a strong one with that's updated information from the national hurricane center. those storms, winds are moving to the west-southwest at 6 miles early saturday morning that after sunday at 2:00 in the morning, it becomes less certain. there's a lot of uncertainty going forward. the official track from the national hurricane center takes it farther to the north. still offshore. look at the computer molds. they'll be making landfall possibly by north carolina and virginia early sunday morning. quite a bit of difference. that's how much uncertainty there is with this storm. so you'll know we'll be following that closely and bringing you changes as

the form of clouds than today but the thicker cloud cover will be to the south and you can see that rainier richmond, virginia and areas to the south, it will be breezier than today with a pretty strong pressure gradient from that low pressure to the south and hi up to the north. as we head to sunday, sunday has been the big question. you can see the clouds will be thicker and could be a little bit of light rain, mainly south of philadelphia. it look like if we do get any showers, they would be in the afternoon. they would be on the light side. we do not expect any heavy steady rain. so, planning for the weekend what to dress, looks like tomorrow temperatures will be in the mid 70's. so, either a shorts or long sleeves depending on how comfortable you are with temperatures in the 70's for the speech tomorrow afternoon. for the concert tomorrow night temperatures will be dropping down into the 60's. it will be windy. so a sweatshirt or a jacket. and then for mass sunday afternoon, definitely a jacket. it will be breezy with temperatures in the low 70's and on the safe side you may want to br

in frankford you not only see the area of green but we're seeing some yellow, some of the heavier rainierjust west of philadelphia and upper darby you have some of that rain, out in bryn mawr. we can go closer to some of the areas right here and just show you who is getting it. i want to go out wider to give you one more overall look and pull into parts of south jersey because they're seeing it as well. so, we're seeing that through medford, and that's a pretty busy area right near marlton as you're driving in to the city right now. in berlin, white horse pike, berlin cross keys road, route 55, that's a busy road so you're dealing with the rain right there as well as near gibbstown and chester, you want to look for that, some rain moving through the region currently through the area. let's go on outside. i want to show you what it looks like right now. we've got lots of clouds. it's rather wet and the trouble is we had all that rain from last night so in some areas you're driving through a lot of ponding and we haven't done that in a long time. it's been awhile. we haven't got 10 a lot of

in july i was in rainier, minnesota, it's a major crossing but a very small town. their rail crossing blockings is six to eight hours a day in the town, so in the drive act we actually put a provision in there to direct the secretary of transportation to develop highway rail crossing action plans including tools and data, safety risks, other things, and that is the amendment that's in there. acting administrator feinberg, as this process moves forward what steps can the fra take to minimize blocked rail crossings and do you have the best practices in place? >> thank you for the question. we are also very concerned about blocked crossings. we do not actually have regulations in place that govern how long a train can block a crossing but we frequently hear from communities in minnesota and elsewhere where you have folks who are waiting for some time while a train is blocking a crossing. and it can sometimes lead to safety concerns as well when you have first responders who are stuck on one side of a crossing and can't get to the other side of a crossing, so we freque
