." >> it doesn't look like it but this is a broad river valley, and in the winter when we get rainstorms, it can flood quite significantly. i came down here in 2008 to do a story about these thousands of car tires that washed into the united states from mexico during any significant rain. the thing that was interesting about that is that those car tires originated in the united states here when we buy a new set of tires and leave the old ones at the dealer and would actually pay if the two have been disposed of properly, but most often they are sold in mexican middlemen and there taken to baja. when you're discarded they're just left in the watershed and when it rains they just wash back into the united states for free. i was here at this ranch talking to the folks who operate the place about the car tires that there were picking up at that moment and putting into a big dumpster. just on this parcel alone there were hundreds of car tires after one storm. we are talking about the circularity of it. here are california car tires coming to us from mexico. he said it's just like the bicycles

emergency crews can't say that the rainstorm caused that patio to collapse, but a fire captain on the scene says after five years of drought and then several days of rainstorms, the weather is probably a factor. >>> well, the storm has been devastating and deadly. there is good news to come from it to relate to the california drought. federal monitors just announced a short time ago that 42% of california has emerged from the five-year drought. storms this week broad the sierra nevada to the heaviest snow in six years and hit parts of northern california with the most rain we have seen in two decades. governor jerry brown will likely wait until june to see if the drought emergency will be lifted. the u.s. drought monitor released these before and now here comes the after picture of the drought situation. you can see on the far side all of the dark red. that shows what the state was like in the middle of extreme drought conditions, especially in southern california. of course you compare that to a year ago. you see -- you compare that to today and you don't see as much dark red across

. >> the monumental rainstorm expected to bring severe flooding to one part of the country. we begin with weather. this morning much of the east coast is recovering from a winter storm that dumped deadly mess of snow, sleet, and ice from the southeast up to new england. one fatality has been reported after slick roads in virginia caused this suv to slide off the road, slam another vehicle, and overturn in a creek. police have confirmed five total deaths in connection with the storm. joining me now is meteorologist bonnie snider. good morning. what's the latest? >> we're tallying up those snowfall totals. we've had record numbers in providence rhode island where there was 10 inches of snow, shattering record of 8 inches in 1977, a while back. as we're looking for heavy snow working its way away from us from coastal maine, the big news, temperatures behind the system are really cold. it's in the single digits in some places and teens in others. even where we didn't get a lot of snow, we certainly had plenty of ice. be careful out there this morning. off to the west, huge story

the heavy rainstorm brought a lot of damage to many highways in the bay area. we got so much rain so quickly. caltrans crews say it caused even more potholes on major freeways. today many crews were out trying to fix all the potholes and highways. as much as they can. while there was a break in the rain. caltrans spokesperson bob haus explains what this amount of rain does to the roads. since last saturday. caltrans crews have been working two-12 hour shifts. crews will be back on their normal schedules this weekend. but they will have crews on stand by if any serious problems pop up. on wednesday we showed you this house in pacifica. off zamora drive. an 80- foot eucalyptus tree fell on the home nearly missing the people inside. amazingly no one was hurt. now, most of the tree has been removed. today the owners went in their house to gather some items. and they invited kron4's gabe slate to see first- hand. the damage it caused. they also showed him just how close that tree came to landing on them. >> gabe: and bigotry of covered it up. special >> britteny: cl
