i'm raj mathai. >> and i'm jessica aguirre. it happened in an instant. a woman in a crosswalk killed by a hit-and-run driver and tonight police are looking for that driver. it happened at 8:00 tonight at 33rd and mckee. nbc bay area's cheryl hurd is live at the scene with the very latest for us. cheryl. >> reporter: well, this road is still blocked off. you can see there are traffic investigators here trying to gather all the information that they can. but the woman involved in this fatal crash was in the crosswalk here at 33rd and mckee. witnesses tell police that there's no question that the pedestrian had the right of way because at this intersection when you press a button the lights start flashing. now, a number of cars stopped to let the woman go by. but a driver heading westbound did not stop. he was traveling at a high rate of speed. the woman was thrown about 40 or 50 feet. when the paramedics arrived, they say she had a faint heartbeat but she was taken to a local hospital, where she died. >> right now what we're looking for is either chevy tah

. >> i'm raj mathai. jeff, an eventful saturday to say the least. >> yes, and our system is continuing to gain strength right now. picking up a few returns just offshore. nothing in the bay area yet. it's going to be a matter of a few hours before we see the rainfall. you'll see the first start of the system 6:00 in the morning to about san francisco, then eventually areas of rainfall throughout san jose. it's not only the rain but the national weather service now has upgraded our severe weather risk to slight. so we're looking at the chance of thunderstorms, winds 15 to about 30 miles per hour with the highest risk in napa, marin and sonoma counties. as we look at our storm system for saturday we could see upwards of a half inch rainfall in the north bay. winds gusting 15 to 30 miles per hour and that possibility of thunderstorms. we're going to have the full time line on the storm system coming up in a little bit. also the impact to the world series. we've seen tonight they started to tarp the field. we

. >> reporter: that's right, raj. some people we talked to that are attending the debate at the roosevelt community center told us they are looking for answers to the police staffing problems. one day after the department found itself shorthanded from a case close by. the san jose police department has less than 900 active officers. so when a suspect barricaded himself inside an apartment complex yesterday, close to today's mayoral debate site, officers called it the perfect storm because it came at a shift change and required units from all over the city to help. they say numerous other emergency calls, including half a dozen downtown, had to be put off. >> a major incident like this that essentially wipes out our entire police force will back up calls for hours and hours, sometimes all day. >> reporter: san jose police officials say about 33 calls came in during a two-hour period but point out no high-priority calls were put off, no calls were ignored. but they acknowledge it did put a strain on the force. >> there

. >> reporter: that's right, raj. the stanford doctor is avoiding close contact with people after agreeing on a safety plan with officials at the cdc. but he is allowed out of his home because he landed in california just a few days ago. today, though, health officials have new regulations that main date a 21-day quarantine for people who have come in contact with an ebola patient. dr. colin buggs, stanford medical center, is following a voluntary quarantine after returning home from liberia. he was treating ebola patients until late last week. the san mateo county health department says bucks remains healthy and shows no signs of ebola infection. despite that he continues to take his temperature twice a day. as he continues voluntary isolation the california department of health has just released new regulations for travelers who have been exposed to the ebola virus. anyone entering the state who has recently traveled to west africa and had contact with ebola patients will now be required to undergo a mandatory 21-da
