lieutenant colonel ralph peters, welcome back to the show. it's always a big fear for people who are opposed to any sort of military intervention is that good weapons end up in the hands of bad people. is there any way from stopping this? >> no. battlefields are messy places. when you have a multi-sided civil war fought largely in urban areas, things get pretty confusing. so what you have to do, instead of trying to make this a scandal when it's not one, look at the end result. we had a modestly equipped program to give weapons to sir ran rebel troops. the result is the islamic state caliphate is gone, dead. i am sure the people that started this program, they knew from the start that some weapons would fall into the hand of bad guys. because on battlefields, your guys get killed to and the weapons get surrendered and stolen. kennedy: when you say the battlefield is messy and we don't necessarily know who our allies are, i think that's all the more reason to reexamine our foreign policy in the middle east. i guess my question is we have techn

what is her -- ralph peters, how are you, good morning to you., ambassador haley will offer evidence that iran has deliberately violated its international obligations and tried and failed to cover up these violations. so then what, colonel? >> the administration has been very close holed about the specifics of what ambassador haley will offer. we don't know if it will be related only to the missile program or that the nuclear program as well. but there really is a fundamental issue here. that iran has been violating a number of international agreements. iran is supreme "confident, they are on a roll. they're been victorious throughout the middle east while the united states has been flailing and fumbling along. why wouldn't iran violate the treaties when there is no penalty for doing so? >> bill: you have to create something. you are keen to criticize european leadership. you say it's a business decision for them. in order to get progress on this you need buy-in. so who will buy in on that? >> well, the europeans, they've got issues in which they
