: a line of pg&e trucks gathered in san ramon, in the neighborhood beyond the temperature was over 100 degrees. by this time, the homes were without power for 18 hours. neighbors were told the electricity was cut off because of predicted high winds even though there are no overheadlines in the area. everything is under ground. one homeowner named kevin is fed up. >> they turned it off and turned it back on 11:00 and blew a substation under ground that had to do with sensitive equipment under the ground that had failed if it is too hot. so i said that happened at 11:00 last night. you don't, when did you guys dispatch a crew. crews showed up at 9:15 a.m. >> the heat event caused equipment to fail and they were working to replace it with a predicted repair time of 5:00 p.m. larry has lived in the neighborhood for 40 years without much trouble. he was not really worried when the power first shut off on tuesday. >> that happened before but, an hour or two. did not come back on until like 11:00. then only stayed on for a few minutes. only had time to reset a clock and then it cut off again.
