he finally pulled over on the treasure island off-ramp.ow, this shut down treasure island for more than 6 hours. people could not get on or off. that man brandished his weapon and then held it to his head. a crisis negotiation team tried to get him to surrender and during that standoff police used two flash-bangs. again nobody was allowed on or off the island so some of those residents were assisted by the red cross at the transbay bus terminal. police believe that this was their suspect 29-year-old duncan philips. philips is also a suspect in a robbery that happened in benicia on tuesday. so again the standoff is over. people can finally get back on and off of treasure island. and earlier this morning, when this was all happening, it did not affect traffic even though the off-ramps were closed. at this point as people are coming into the city it's getting more congested but again, everything is back open. in san francisco, elissa harrington, cbs 5. >>> it didn't affect traffic on the bay bridge but it did go in and out of treasure island.

there has been a new crosswalk installed at the intersection of the 280 northbound on ramp and ocean avenue to help pedestrians access the station from points north and to the west. i mentioned before that there have been previous studies by the agencies involved to really think about how we can improve this area and this facility. some of them have been funded by the authority and they have resulted in improvement ideas that are now moving forward and we will hear more about today. the work specifically that we will hear about today is the east side connection project that will connect the walk way to the sfmta portion of the site. bart is working on signage improvements and by counter part from bart will speak about that. sf mta has advanced improvements and funded by prop k and my colleague will talk about what they call the fast track improvements and other improvements as well. finally there has been some movement on the idea of transit village on one of the pieces of land right around balboa park that is called the upper yard. sf mta will talk about that as well and at the end
