we just saw a lot of drama from rand paul there. how is rand paul's delaying of the vote being received in washington and walk us through exactly what's happened overnight and where we're at right now. >> so rand paul's opposition to the bill and his filibuster launched a procedural delay. it really mattered very little. it did put the government into a shutdown, perhaps temporarily, but there was never a question of whether it was going to pass or fail. it was going to pass and pass with a healthy margin, 70 plus votes. the real question is in the house of representatives. i'm standing right off the house floor right now right in the press gallery where they've begun debate on this bill. they're trying to shorten debate so they can get it to a vote. republicans feel confident at the moment. that confidence might be fleeting, but it's all up to democrats. republicans probably have around 160 votes, which would leave about 60 democrats needed to pass this bill. if i were a gambling man, i wouldn't put any money on this because this i
