let's go to randall pinkston in washington. good morning. what can up tell us about these immigration plans? >> there are two on the table with a third possibly developing, the latest coming from house republican leadership involving trimming president obama's $3.7 billion request down to about $2 billion. it may also involve putting national guard troops along the border and tie any funding to an amendment of a 2008 victims protection act. another plan coming from senate republicans john mcand also jeff flake would make sure they could crack unaccompanied minors using ankle bracelets. then there is a bipartisan proposal from senate republican john cornyn modifying the 2008 law providing for unaccompanied minors to be processed within seven days and then give the child that time to make a claim for asylum and once that claim was made, an immigration judge would be required to decide whether the child's claim was valid. that's where we stand right now and the senator said it could work. >> this is a roadmap. if somebody has got a better idea,

let's bring in our randall. senior political columnist of the national journal.charles krauthammer. ron, obviously a big day in the courts. impact overall do you think? >> well, short term none because the supreme court is probably going to have to sort this out and they will in the next couple of years. the question is what was congress's intent. the administration has a low bar to overcome before the supreme court. i wouldn't be surprised to see this split pretty much along the lines as it did a couple of years ago. the big issue here is this is another example where congress isn't functioning well. it's not clear what their intent was. administration isn't work well with congress and the courts are playing more an active role in legislating. >> what's interesting is that both courts ruled dinnerly agreed on one thing that the language very ambiguous. one court said we'll defer to the irs the other court said no. and the argument this is crystal clear it should be obvious you look at the entire scope of the law what the administration intend. but if you have tw

it's a pleasure for me tonight to introduce randall who is the family professor of arts and sciences at dartmouth college. i have followed his career for a long time. his undergraduate work was done where my father was 18 and my brother attended that school at the same time and randy has turned into one of our great modern american historians. one of the things that makes him great is that he minds the resources of the presidential libraries. he has come here to the carter library and has gone through and found a very interesting document that other people have not seen before and he has done that at other presidential libraries. combined with that he is also mind the resources of the archives on various evangelical organizations that have become involved in politics. and in addition to that on top of his research skills come he is an excellent writers i've had the privilege of reading many of his books including the one that's just come out. and i can tell you that as much as i followed the subjects and have done my own research there were many points i came across new information a
