randi kaye is live with our top story. randi, good morning. >> reporter: good morning, erica. in the past week 36 states showing an increase in coronavirus cases so with the july 4th holiday weekend approaching, many of the states are worried they could see a spike on top of the spike. so many of the states are either hitting the pause button or reverse on their opening plans. >> more south florida beaches will be closed this fourth of july as local leaders watch coronavirus cases surge across the sunshine state. >> we decided to close our beaches this weekend mainly because holiday weekends especially are known for attracting large numbers of people. >> the florida department of health reporting over 5,000 new infections monday. still, governor ron desantis has not made wearing masks mandatory statewide. >> we left it to the locals to make decisions about whether they want to use we're not going to do that statewide. >> reporter: this as jacksonville joins the list of cities now requiring them in indoor spaces where social distancing is not possible, ahead of hosting the repu

cnn's randi kaye is in west palm bea beach.here's a lot of growing concern about the cases that continue to skyrocket in that state. >> reporter: absolutely, bianna. good morning. we saw the highest number of cases in a single day yesterday here in the state of florida. nearly 9,000. governor ron desantos contributes that to a test dump. we have increased our testing. he says really nothing has changed in the state. a lot has changed. you look behind me, there's plenty of people heading out to the beach, the restaurants here are crowded behind me. there's been a steady stream of folks milling act. so people are out and about more. we are seeing a higher positivity rate here in the state of florida. lee county, for example, where ft. myers is, is now seeing a positivity rate of 20% up from about 13% just a week ago. mainly it's young people who are seeing these cases with 33 to 35 years old. they're mostly asymptomatic. but that is still concerning because then those young people go home and they bring it to their grandparents o

cnn's randy kaye with more from palm beach. >> reporter: here in florida yet another record day. a spike in cases. 9,585. that is the highest number of cases in a single day. the governor is saying that is because of increased testing. increased testing from about 4,000 tests a day to about 45,000 tests a day. we are seeing a high number of positivity rates mostly among young people, ages 33 to 75 years old and they do hang out in bars and the governor decided that is a reason to close all the state bars which he has done, but the governor has decided not to issue a mandatory order that everybody in the state of florida wear masks. so he's leaving it up to those local governments and municipalities saying he's going to trust people to make good decisions. but we see people out and about here in west palm beach not wearing their masks so it's unclear if everybody really is making good decisions. in miami-dade county they have decided to close the beaches because of the spike in cases coming up for the very popular, busy july fourth weekend. the mayor there saying he doesn't want t

cnn's randi kaye is live in palm beach county, florida, leading the nation in new cases. things have gotten so bad in florida, mayors are shutting down beaches for the fourth of july weekend? >> reporter: yeah. and that is not good news, for a lot of folks here for a lot of reasons. not only the cases going up but people looking forward to beach time on the july 4th holiday weekend. here in palm beach county they decided to close the beach. this is a monday afternoon. you could see why. they want to avoid a spike on top of the spike. they don't want crowds coming to the beach here in palm beach county. it is the same reason broward has closed the beaches as well as miami-dade county. these three are where 60% of the coronavirus were so these are the hardest hit counties in the state so they're taking extra precautions and dialing things back and looking at young people, they don't want young people out and about because their numbers are going up. the governor said that 20% positivity rate is what they're seeing now in the age group 25 to 34. so very concerned about that.

cnn's randi kaye is in riviera beach. randi, how is the governoring explaining this almost daily record-breaking spike of new cases? >> reporter: yeah, fred, we are now seeing 643 more cases today than we saw yesterday, more than 9,500 cases in all today as you said. the governor is explaining it away as basically calling it a test dump. he says that we're just seeing way more testing, and that's why we're seeing so many more cases. they were doing about 24,000 tests a day here in florida. now we are up to about 45,000, so that's how the governor is explaining it. but we are also seeing a higher positivity rate here in the state of florida, mostly among younger people, 33 to 35 years old. they are asymptomatic, but if you look at where younger people hang out, it is in the bars, which is why the governor did take one bit of action here. he did close down the bars in the state of florida just after they had done so in texas as well, because that is where young people are congregating. but one thing he hasn't done is mandate

alexandra field is traveling with the vice president in houston, texas, and randi kaye has new details from west palm beach in florida. let's start with randi. >> reporter: the state of florida breathing a sigh of relief as the case numbers have gone down for one day after a record high on saturday of 9,500 cases, sunday saw 8,500 cases. the governor once again attributing that to higher positivity levels and also more testing and a backlog of testing. those positivity levels, he says, are really because of the younger people. he says they've been going to graduation parties and socializing and it's mainly the 18 to 44-year-olds, he says, that are coming back with these positive results. still, he has closed the bars in the state of florida to make sure that you can't consume alcohol on the premises where younger people might congregate. he has not closed the beaches. although miami-dade and broward have decided to close the beaches for the july fourth weekend on their own, and also the governor has still not mandated masks around the state, although many people have said they would li

randi kaye is live in west palm beach, florida. the beaches there will be closed over the holiday weekend, and there is growing concern about the new cases and hospitalizations there, randi. >> reporter: yes, we're on the beach here in palm beach county in west palm beach specifically. there's a few people out on the beach here, a few stragglers catching the early morning sunrise because as you said, they are going to lose their rights to come on the beach come the holiday weekend. we'll get more information today but palm beach county plans to close the beach for the holiday weekend, so does miami-dade and so does broward. they will all be closed. it's because they don't want to see a spike on top of the spike. already yesterday more than 8,500 new cases in the state of florida and if you think that sounds bad, it is. it's 144% jump above the previous sunday high. so things are definitely bad here in the state of florida, and if you take a look at who is getting affected the most here in the state of florida it's not the elderly, i

emotional scene for wallace but randi kaye has new information about the investigation. >> anderson, and u.s. attorney's office said that after conducting numerous interviews and a thorough review, they determined that there was no federal crime committed. the fbi assigned 15 agents to this case, which sounded like a lot to me so i asked my fbi contact why so many and he said they simply wanted to get to the bottom of this quickly. they knew it was an important issue and case. in the end, they determined that the rope found in bubba wallace's garage had been there long before that garage was assigned to bubba wallace. here is the joint statements. the investigation revealed evidence including authentic video confirmed by nascar that the noose found in the garage number four was in that garage as early as october 2019 although the noose is now known to have been in garage number four in 2019, nobody could have known mr. wallace would be assigned to garage number four. >> in the statement, they are still calling it a noose. >> i noticed that, too. i said why call it a noose still if ba

randi kaye is at riviera beach north of miami. randi, how are people responding to this kind of news? >> reporter: not well, fred. this is certainly not the direction that this state wants to be going in, more than another 643 cases to help us hit that daily record of coronavirus cases, now more than 9,500 as you said in this state. the governor held a press conference yesterday and all along he has been explaining this away, saying it is just because of more testing, that the tests are up about 20,000 more a day, about 45,000 tests a day now. that's how he explains it. he says that nothing much has changed here, but a lot has changed here. we've been out here all morning. we are seeing people out and about in the restaurants behind me, they're going to the beach on the other side of our camera. there is a regular, steady flow of people here in the state of florida, which could explain why we're seeing a higher positivity rate. certainly younger people are out and about. that's who we are seeing most of the positive cases are hitti

cnn's randi kaye is live in palm beach with that. good morning, randi. >> reporter: good morning, john. we're in palm beach county here. and certainly, too much of the virus in the state of florida is what we are hearing from folks. yesterday we learned that there were more than 5,200 new cases of the coronavirus here in the state of florida. that is down from the record high on saturday of more than 9,500 cases, but certainly not a number that anybody wants to see, and that explains why a lot of the counties have taken it upon themselves to close the beaches for the upcoming july 4th holiday weekend. you have palm beach county, where i am, closing it. you have miami-dade county, broward county and now monroe county, where the florida keys are, also closing their beaches for the holiday weekend. and also, there's one area of the state -- in fact, it's orange county where orlando is -- they've decided to shut down the fireworks displays and the parades, because according to "the orlando sentinel," they had more than 80% of their cases

our randi kaye who is in florida has been trying to figure out why. >> jim, i tried to catch up with the governor today. i wanted to ask him about future plans and about whether or not he thinks the state of florida reopened too soon but by the time his office alerted his schedule for today, it was 6:27 p.m. that's when i got the email about his schedule for today, not tomorrow but today. and by that time, about all of his events and schedule for the day was over. in fact, his last event had been 90 minutes before the email went out. that's how it goes. this governor seems to not want to be caught up with. he doesn't want to answer questions about why he's not mandating masks in this state or about the spike in numbers and it's not just me who is getting these very late alerts on his schedule. it's many of my cnn colleagues are finding the same thing, as well. we also talked to him with a couple affiliates here, one in tampa and one in miami, they also get the schedule alert at the end of the day. so let me show you exactly what i'm talking about. we have one email from the governor'

cnn's randi kaye joins me now.nor says the spike of new cases is because more testing is available? >> reporter: more testing, absolutely, fred. it's more testing of young people specifically. in fact, he says that most new cases are younger people. the median age for those who are testing positive for coronavirus in the state of florida is 37. in the last few weeks. most of those young people are asymptomatic, the governor says. they're not showing any symptoms. they're also not dying at the rate of the older people. he says that 86% of the deaths in the state of florida are people 65 and older. also he did address the hospital beds issue. because we're seeing more cases, he says those reports that three quarters of the hospital beds are occupied and icu beds are running low is not true. icu beds and hospital beds are widely available in the state of florida. but it's not just people's health, fred, we're talking about. it's also hunger all over the country people have lost jobs, struggling to feed their families.

first, let's go to cnn's randi kaye in palm beach county, florida. we're coming up on the july 4 weekend and florida opened up very quickly and what are officials saying as numbers start to rise? >> reporter: they are starting to pull back and closing etch booes in palm beach county for the july 4 holiday, from july 3-7 and could extend it if things get worse as we see the spiking numbers. miami-dade also closing the beaches, and if you take a look here, you can see why people are upset about this. in broward county they are also closing them. people come to florida to enjoy the surf, enjoy the sunshine, enjoy the water. just yesterday as broward county officials made their announcement that the beaches could be closing for the july 4th holiday weekend, they were heckled. listen to what happened with the mayor of hallandale beach. watch this. >> you should stay at home and celebrate with your families. be grateful for the wonderful america that we have. we're all in this together now, and we will get through it if everyone cooperates and continues to

randi kaye with that. >> reporter: the state of florida breathing a sigh of relief as the case numbers have gone down for one day after a record high on saturday of 95,50 cases, sunday saw 8,500 cases. the governor, once again, attributing that to higher positivity levels and a backlog of testing. those positivity numbers he says really are because of young people, going to graduation parties and socializing and mainly the 18 to 44-year-olds that are coming back with these positive results. still, he has closed the bars in the state of florida to make sure you can't consume alcohol on the presence where younger people might congregate. he has not closed the beaches, although miami-dade and broward have decided to close the beaches for the july fourth weekend on their own. and also the governor still has not mandated masks around the state, although many people said they would like to see that because they think it's selfish for people not to wear a mask in order to protect others they come in contact with. meanwhile, ihme, which does the modelling for the mortality rate in this coronav

cnn's randi kaye is in palm beach county, florida. randi, what are you hearing there right new is it. >> good to see you as well. we're hearing from florians that they would like to see a flattening of the curve in this state but so far that's not happening. there's been more than 5,000 new cases today that's down from the weekend. 95/85. th -- 9,585 and down a bit more on sunday, 8,500 from there, but still the numbers are far too high for people here to be very comfortable, and it's also they are not comfortable with the group that this does seem to be hitting here in the state of florida, younger people, mainly the 25 to 30-year-old, the governor saying 25% of the positivity rate, that's the 25% positivity rate among that age group, 25-34. big reason why they have decided to close bars in this state but take a look here, they are also closing the beaches. the beaches are open now but they will start to close here in palm beach county for the july 4 holiday and they will close in miami-dade county and broward as well. lots of folks c

first i want to get to randi kaye. here with the latest on the investigation. good evening to you. the federal investigation concluded that the noose found wasn't a hate crime. what are you learning? >> 15 fbi agents assigned to the case. they want to get to the bottom of it quickly. it was an important issue and important case. they determined this rope found in his garage has been in the garage long before that garage was actually assigned to bubba wallace. we have video tonight take a look at this video from 2019. on you tube. it shows a garage door rope fashioned in to a noose. and that is in the stall used by bubba wallace's race team. a source with firsthand knowledge is saying the noose in the 2019 video is the same noose that bubba wallace's team alerted about. there is just one noose involved in this case. let me give you a bit from the joint statement. it reads in part, the noose found in the garage number 4 was in the garage as early as october 2019. although the noose is now known to have been in garage number 4 in 2019, nobody could have known mr. wallace would be assi

randi kaye brings us the details. >> reporter: the numbers here in the state of florida for coronavirus cases continue to spike. more than 5200 cases in a single day for this day. that's off the high from saturday which was a record high in the state of florida of more than 9500 cases. the gov more here saying that it's mostly young people, age 25 to 34 who are testing positive for the virus. that's why he has closed bars in this state, but he certainly hasn't closed all the beaches though many of the local communities have decided to do that on their own. here in palm beach county, they've closed the beaches here and in miami-dade and broward county. those are the three hardest hit counties in southern florida. 60% of the coronavirus cases coming out of there. some counties and areas are deciding to mandate that people have to wear facemasks, including jacksonville, florida, where the republican national convention is supposed to take place august 24th to august 27th. the mayor there now mandating masks but the governor once again saying he's not sure if masks will be required at the c

let's begin our coverage with cnn's randi kaye. she is live in west palm beach, florida. randi, as this state is leading the nation in new cases and the numbers are really troubling this morning. >> reporter: good morning, erica. yes, coronavirus has infected more than 2.5 million americans, killing nearly 126,000. and here in florida, the cases are surging. in fact, sunday's numbers just yesterday, 144% jump from the previous sunday high, according to the "miami herald." the herald also reporting this morning that a quarter of the new cases all coming out of miami. and that hospitalizations in miami have risen for 15 consecutive days now. meanwhile, palm beach county here where i am, this beach behind me would normally be jammed coming up for the july 4th holiday weekend, but instead, it will be closed, even without a state mandate, the county is closing the beaches for the holiday weekend. shows you just how dire the situation is here in south florida. >> reporter: a dire warning from one trump cabinet member. >> the window is closing for us to take action and get this u
