managed by the largest housing services contractor in the city, the tenderloin housing clinic and randy shaw. i'd like to bring to the board's attention a matter which i consider to be fraudulent, collusion between the san francisco human services commission and tenderloin housing clinic. tenderloin housing clinic is in violation of its contract with the city and it has been since october 12th of 2012. there is an order of abatement on my hotel, the all-star hotel located at 16th and folsom. and that has been in effect since 2012 -- since october 2012, excuse me. i went to the human services commission meeting before they approved the grant approval, grant modification approval a month after this order of abatement was issued. the human services agency granted tenderloin housing clinic $260,000 in a grant modification despite this order of abatement being in effect. to me that just smacks of the city wasting public funds and giving favoritism to the largest city contractor there is for public -- for housing services. i have a blog which you can look at all of these documents and further read

. >> randy shaw. the housing clinic and we do support the housing workers and told that the tenderloin would get one of the teams. obviously we need that. one point that hasn't been mentioned here that some member of the board that every person that comes across is homeless. in the tenderloin you have people who have medical problems who are housed. if you want a police officer instead of catching criminals spending time dealing with a person in a medical crisis or a homeless outreach worker. you want a homeless outreach worker. i also think there needs to be a discussion where we are putting the homeless in stabilization. i have talked to the health director and supersedeas or farrell. half the rooms currently used in the stabilization programs is given to the worst slumlords in san francisco. if you try in -- increase that number. you can't have people sprawled out and we are talking about people that are literally sprawled out on the street and having a police officer having to devote all that time
