. >> i would defer to randy shriver who was more of a but i would say in 30 seconds and i will defero him because he's real expert is that many of these cases the problem is not strong governments but weak governments, place like who are unable or unwilling to make the commitments to police what goes on within their own territory like pakistan being the poster child of that and for us what we have to think about is not necessarily fighting the problem for them but how we can help build capacity in these countries so they can do a better job to meet their domestic and international obligations. >> yet, i agree with that. i thank you have to disaggregate and look at each country and the challenges they face in the philippines and in the case of recapturing the city was not only capacity building with the armed forces in the philippines but it was direct enabling support. we were in the fight in a way that became enabling for the afp to retake the city. in other cases it's assistance with reintegration of foreign fighters so you really have to understand the specifics of the challenges
