charlie rangel, a lot of our viewers know charlie rangel. he has been in the united states congress for 43, going on 44 years. 60% of the vote is now in. charlie rangel slightly, slightly ahead of his democratic party challenger adriano espaillat. but less than a thousand votes difference. that's not big 60% of the vote in alexandra. this is an important race. charlie rangel says it's the last time he is going to be running. he 184 years old. he certainly wants to win. it's going to be close. >> it's going to tells us a lot about what this community, harlem is today. it was just two years ago that the voting maps were redrawn. it was 2012. part of the bronx was added to this district. that's when we saw the majority of voters become hispanic in this predominantly -- >> hold on for one moment. hold on for a moment when i talk to you. get that microphone closer to your mouth. it's noisy. >> it is. it's pretty loud here. >> we're ready to make a projection. cnn projects that thad cochran, the long-term republican senator from mississippi will w

rangel slightly ahead, 571 votes.re was a huge turnout in new york for this race. but, you know, a win is a win is a win. if charlie rangel can eek it out. it's by no means guaranteed. half of the vote is now in, alexandria. . >> >> wolf, no one was expecting a strong turnout for this race. that's why it's been so difficult to peg who the likely winner of this race would be. this is a primary race, obviously. it's the only race on the ballot in this district today. but turnout is low. it's certainly tougher for the pollsters to predict who could come out ahead. that said, the mideast recent poll it came out that actually put rangel 13 points ahead of ep espaillat. we are seeing a very tight race unfold here. if we see a change, if rangel is not elected, it would be a major change for this district. he was first elected to this seat in 1970. he has served 22 terms in congress. he has said that this campaign would be his last campaign. but he has also said he very muches wants the next two years in washington. at the sa

he'll be running for his seventh term in november. >>> it looks like charlie rangel, charles rangel willcongress after his win. our cnn politics executive editor mark preston joins us from washington. mark, another guarantee for these two. let's start in mississippi sending off the tea party challenger. as one republican strategist said to me recently score another one for the establishment. >> yeah, big one for the establishment. especially coming after the business loss of eric cantor, the majority leader, just a few weeks ago to a tea party candidate. but down in mississippi, thad cochran, the incumbent, in many ways, scored an upset last night by winning. he won by about 6300 votes. although there are certainly hard feelings over the victory, let's hear what his opponent mcdaniel had to say. >> we have to be absolutely certain that the republican primary was won by republican voters. there is something a bit unusual about a republican primary that's decided by liberal democrats. so much for bold colors. so much for principle. >> so let me break this down for you. that's state senator

rangel is a great example of that as well.led as a black versus latino race, that is not what it is a the all. mr. rangel has tremendous support from latino constitue s constituents. so i hope people start looking at challenging your senior member of congress. >> to build on that, it's kind of a high-class problem to have. democrats are looking at chan changing demographics within some of these districts where they're having to appeal to white voters, appeal to hispanic voters because the demographics are becoming more fluid. in your party n the republican party, what you're facing is increasingly white districts, districts that have very few hispanics and really no opportunity or no requirement, really, for those republican politicians to start appealing to latinos. is that the flip side and a problem for your party? >> well, surely it's a problem for our party. we have to get bigger and grow. but let me go back to charlie rangel. i was able to run into him a couple weeks ago. this guy at retail politics is the best i've ever

while in new york, rangel is facing a very crowded democratic field. redistricting and a slim thousand-vote margin that won him the primaries two years ago. it could be his 23rd term in office. as "usa today" puts it, both are fighting for their political lives among constituencies that no longer appear to value their long congressional tenures. cnbc chief washington correspondent john harwood is at a polling station in hattiesburg, mississippi. the mississippi mud was expected to fly today. we had pro-mcdaniel tea party backed poll watchers planning to man the polls. the local naacp chapter feared that would lead to voter intimidation and suppression. what have you seen there on the ground? >> well, poll workers here at this polling station in a neighborhood center in hattiesburg tell me they have not seen any mcdaniel poll watchers. maybe that's not surprising because there haven't been many african-american voters here. really, the focus of the mcdaniel campaign is on democrats who the cochran campaign is trying to turn out under mississippi's open

the heart of harlem, very strong for charlie rangel. really the issue was charlie rangel bought himself one final term, a 23rd term in congress by promising everybody in this campaign this is it. you can pull the lever for me one final time. i don't think he's going to look at this now and say i want to try again, but we'll see. >> right. what else did you see in new york last night in some of these house races? it looks like republicans feel pretty good. they're actually targeting quite a few seats in new york state. >> the interesting one, richard hannah is more of a moderate republican congressman from upstate who was challenged in a primary. he's a pro gay marriage republican and it was sort of a test there of can a pro gay marriage republican survive a concerted primary challenge, and it looks like he's -- very narrowly but it looks like he pulled that off. he's one of the very first republicans out there to come out in congress and say he supports gay marriage. >> and it just underscores what we saw at the ralph reed event why nob

that's the refrain from charlie rangel. and in a sense, that's what's on deck when you're talking about an incumbent, somebody who's brought home financial resources to the district. is that what made the difference, even though a small difference? >> i think that and sentiment. i mean, charlie rangel is a beloved, legendary figure in that part of the state, in harlem, and his district. i think that's what may have pushed him over the top if, in fact, he gets there. and we're talking about 1828 votes as the difference, which is amazing when you think that this is a seat in congress. there are 47,000 people who voted. the winner will have less than 20,000 votes or so. so for that few people coming out to support you, you can become a congressman. and now he's done it 23 times, perhaps, which is an amazing record. of course, the last few years have been diminished. but he's still a formidable figure. all politics is local. another cliche people have around election time. when i went out there a couple days ago, he said the di

part of the issue for rangel is he has this three-way race where you've goes charlie rangel against state senator adrinaa espayote who would be the first dominican to make it into congress and then a popular black pastor in the district michael wallrun. and he took a church that only had about 300 members out to now 9,000. and the whole harlem political machine that charlie rangel has really been in charge of for a long time has really tried to put a lot of pressure on him to get out of the race and he's refusing to do so. so the rangel folks are worried cosiphon off some of the black vote, especially now when this district has changed as much as it has. because this district used to be-- . >> woodruff: let's look at the map. >> this district used to be majority african-american through harlem but you can see the green section plus the blue used to be what the district was before redistricting. then what happened was they added these purple sections up top in the bronx which is a little bit-- was a lot more heavily latino so you took a district that was, you know, 46% hispanic, now it's 5

in this case charlie rangel is a legend. when he leaves there will probably be a hispanic representative to take his place. it's rangel. people don't ignore what he's done for harlem. he's a controversial figure. a figure of another era. he's going leave shortly and the district will change and the representation will change. >> which candidate is better for the democratic party? >> it doesn't matter. either one is going to win. what it says is even if he wins the round, he's gone eventually. rising hispanic power will produce another dominican or hispanic candidate. when you look at new york city, the locust of black political power left harlem a long time ago. it's central brooklyn. that's where most of the, you know, political worlds rising star is for african-americans are coming from. that's the base of political power for african-americans in new york. it's not harlem anymore. harlem is not the place it was when rangel was elected to the seat a long time ago. >> nick, thank you very much. beth, i appreciate it as well.

rangel has declared victory.ut his opponent won't concede victory until those absentee ballots are counted. that could take weeks. technically it's too close to call with about 900 of those ballots still outstanding. but the big race last night was the united states senate run-off down in mississippi where yet another career politician, thad cochran, knocked off tea party challenger chris mcdaniel. mcdaniel has still not gotten the memo that it's time to concede. >> before this race ends, we have to be absolutely certain that the republican primary was won by republican voters. there is something a bit unusual about a republican primary that's decided by liberal democrats. today the conservative movement took a backseat to liberal democrats in the state of mississippi. >> oh. the real irony here is that cochran battled back against the tea party in part with the support of black voters in a very red southern state despite reports of mcdaniel supporters thinking about blocking the vote. lots of talk about that. a

charlie i rangel does look like the winner so far.on our air saying he was sure it was going to be a victory, ready to move on to mending divisions in his district. if he wins, it will be by less than 2,000 votes. should these tiny margins encourage voter turnout? should people feel more empowered to change the outcomes, governor? >> sure they should. one thing i want to say about the last discussion because it's important, it shows the value of open primaries. every state should have open primaries. my state doesn't. we tried to get it. we should have it because it allows parties to go after voters, broaden their base and their appeal. it means moderation has a chance to succeed in primaries when you have open primaries. >> that's a huge point, and i love hearing from the tea party that they have this populist counterestablishment ideology. i think a lot of young frustrated voters which that would extend across the political spectrum to being more open minded about having all voters weigh in on all these races. >> we haven't talked a
