ranked choice of voting.o, what is ranked joyce voting? in march 2002 san francisco voters adopted a charter to implement ranked choice of voting, also known as instant runoff voting. san francisco voters will use it to elect most local officials by selecting a first choice candidate in the first column on the ballot and deborah second and third choice candidates in the second and third columns resect to do -- respectively. this makes it possible to elect local officials with the majority of votes. more than 50% without the need for a second runoff election. in san francisco, ranked choice of voting is for the election of members of the board of supervisors, the mayor, sharon, just -- district attorney, city attorney, treasurer, this is a recorder, and public defender. ranked joyce voting does not apply to elections for local school and community college board members. number the election of state or federal officials. ranked choice of voting does not affect the adoption ballot measures. when voters received

that's how ranked choice voting works. the second round of counting starts at city hall this morning. ed lee did not get 50% of the vote even though he is the front runner right now. let's look at the early numbers. ed lee came in with 31%. second place john avalos with 19. dennis herrera in third with 11. david chiu comes in after that. this is before ranked choice votes, the votes for second and third choice. there is a lot of criticism for that process. here's former mayor willie brown. >> every time they drop somebody who is not competitive at that moment, all of those people's votes are gone. and that's not right in a democracy. i want my vote to count. >> reporter: now, lee's campaign as you can see here doing some pre-celebrating last night as the results started coming in. they are confident that enough people made lee their second or third choice to put him over the top. he was appointed interim mayor in january when gavin newsom was elected lieutenant governor and lee has been the perceived front-runner for most
