so what does it mean for realignment? it not only exacerbates our broken immigration system, which i think republicans and democrats would agree is in drastic need of reform, just like our prison system. it also significantly broadens our local jails by increasing our jail population. according to recent news reports, the san francisco sheriff expects the realignment plan at the state level to increase our county's jail population by about 42%. that means we need to free up space in our county jails for this expected influx. the problem is it results in immigrants being housed in our jails who would normally be released if not for their immigration status. since june 2010 when it started in san francisco, almost 1000 individuals have been held by our local jail in san francisco. the vast majority -- about 60% of this 1000 figure -- were arrested for low-level crimes. you might have heard about the story of norma in the "los angeles times." she was held as a victim of domestic violence to call the police for help. because

and the realignment was a major motivator behind that. the state did have, in the backdrop, this lawsuit where they needed to drop population. the court is basically forcing them to reduce the population by 33,000. i think that is an important element as we look at the plant and a wide happen to know what the results will be. additionally, the state's economic condition forced them to do business differently, and the state proposes to save approximately $1.4 billion from the several statewide shift of population to the locals. i, and many others across the state, are very concerned, because there funding formulas do not cover the cost of this population shift. with that said, from a criminal justice and public safety perspective, i can absolutely say that i believe it is very good state policy to do the shift. they just need to provide additional funding. with that said, one of the other factors to consider when we look a population, there is a 47,000 inmates that spend less than 120 days in state prison. what you had is that constant cyc

the realignment team will work within the existing reentry units. the public defender's office has a reentry unit that has a social work component, and the clean slate program. the social work program provides high-quality clinical work and advocacy. the social workers place hundreds of clients on a yearly basis and hundreds of clients on community-based programs and social services. the goal -- the reason the realignment team will work within the office's reentry unit is so that we can build on prior successes. we conducted a study in 2009 that evaluated our program, and the evaluation showed -- and i provided you a copy of the evaluation -- that almost every client that had a social worker and an attorney working as a team together -- almost 98% had a favorable legal outcome, and they were placed in community- based programs and residential programs and in treatment services. the goal at this point with realignment is to expand on programs that are successful, and that is the point of having the realignment team working through an existing success

we're working statewide with a lot of counties on their realignment plans. and i was so excited to hear a lot of the way you all are talking about alternatives through incarceration and programming. and i encourage you to share those models with other counties. because we're seeing a lot of threats of other counties expanding their jail capacity instead of actually supporting people to be successful in the community and stay in the community as opposed to increasing people's times in the jails. and then curb, a lot of the work we're doing is also on the state level. and a lot of the pushback we're hearing from legislators from the governor's office and from the cdcr is that there's no political will for parole and sentencing reform. and i think that that's not true. and that if we don't actually start shifting our priorities on the state level in the same way that we're seeing happening in san francisco county that we're -- [tone] we're going continue to see an over reliance on incarceration in our state. and then finally, i just wanted to put in a plug that
