i don't think you have to trace every transaction in realtime. i don't think that's the purpose of the regulation. at least not the way i would write it. the regulation should describe the characteristics of proprietary trading. then have some very sophisticated, but not all this complex, measures with the bank activity. now all these banks will have daily reports on their trading activity anyway. if they don't, they aught to be put in jail for having insafe and unsound banking practice. these trading desks are all controlled, daily. you know in general what the characteristics are of proprietary trading. you can look at those reports weekly, monthly, whatever you want it look at them. as set down by the federal reserve, or whoever is doing it. if you see characteristic ever those trading patterns, that suggest proprietary trading, then you go look at it. you can, last extreme, go to the trading desk and see what they are doing. if they say it is customer trade, who is the customer. or why were you buying all these he is chiropract securities? yo

finally, we need to make sure that we are measuring and adjusting our work as we go, learning in realtime and not two years after the fact. with this approach i think we in the u.s. government can greatly increase our chances of success. will help us work better with all of you hopefully in a transformational way. at cso we recognize that we have the coming year to prove that we can improve the response to show change and impact. so for this year, we told the secretary we have three goals. first, we have to make an impact in two to three places of real significance to the united states. to do that, we'll dedicate 80% of our effort to four major cases. right now they are syria, kenya, north zral america and burma. then we'll have another eight to ten places where we can test new approaches or make a welcome difference by just sending the right person at the right time. so far, i think we're gaining traction in each of our major priority engagements. many of you are working in these places and we realize that we won't know it all or know best about them, so we hope for your support. in syri

i think you don't have to trace every transaction in realtime. i don't think that's the purpose of regulation. at least not the way i would write it. the regular lagts should describe generally a characteristic of proprietary trading. it should have some very sophisticated, but i don't think has to be all that complex measures of the bank activity. all these banks will have daily reports on their trading activity anyway. if they don't, they ought to be put in jail for having unsafe and unsound banking practices. these trading desks are all controlled daily. you know? general which the targetistics are of proprietary trading. if you see characteristics of those trading patterns that suggest proprietary triding then you go look at it. last extreme go to the trading desk and see what they're doing. it's a dust her trade, what was the customer? why were you buying all these securities. you weren't making the market when you're in the market sbie buying is same security all morning. you're in the in the market, there's no customer on the other side. y
