kimberly dosher and rebecca grant. rebecca, first to you. what is the message kim jong-un is trying to send by unveiling those weapons? >> well, he's trying to send a message that he's on his way to having a nuclear tipped arsenal. he settled for putting these on a flatbed on parade. i would personally be impressed if they were out on a test range. he's made incremental progress in trying to test both land based missiles and a submarine launched ballistic missile. they are making step by step progress. i think today is just expected just for show. it's really going to be about how he continues this test program in the future. >> are you surprised that we have not seen a test happen on their biggest holiday? >> not necessarily. he would have liked to do that, i'm sure, but he's had to settle for this. maybe it's partly due to pressure from china, or they may just not quite be ready to test. but let's remember, it's all about balance. and we do have missile defenses in place. we have ground based intercepters in alaska and vandenberg in califo

. >> joining us now, dig deeper on this topic, is rebecca grant, national security expert and senior fellow with the asia society. thank you both for being with us. let me start with rebecca on this. hard power versus soft power. we're seeing some moves by the united states when it comes to hard power. has anything changed in terms of what was formally believed to be say soft power is still better at this moment? >> soft power and hard power go together. so right now one of the most important things is we have very close military cooperation with south korea. as you know, we have u.s. air forces and army forces there. it's a combined command and so a lot of what we've seen is hards power reinforcing the soft power. the movement of the "vinson" strike group. we deployed initial elements of the terminal high altitude interceptor to korea. >> so you just well-described, rebecca, for us, the hard-powered element. the soft-powered element is the question. do we have the troops and lack of an ambassador, you don't have that balance, then. it's really a hard-power move if you look at that as

for more on this, i'm joined by rebecca grant and also mark ginsburg., we'll start with you on this. rex tillerson the right person to be there and what can he get out of russia? >> well, the fact is that he's on his way and he's trying to get the g-7 countries aligned with a better approach collectively to try to deal with russia on syria. but what is lost in the equation here, is that while mr. tillerson is on his way to russia, the fact is that russia is really interested in assad to three reasons. their military bases on the mediterranean, the fact that russia was the largest exporter of arms to syria and made most of its foreign currency off of those sales, and number three, because heepresents ahiite bullwark against sunni terrorism. the real culprit here unusual to russia is iran. iran has a far greater vested interest in assad's longevity than russia. >> and on that note, they had a joint statement coming from iran today, coming from hezbollah on this very issue against the united states. and to you on that, rebecca, has that congealed, if you w
