this rebranding road before? >> yeah, we have seen this before from eric cantor. and you know, the fact that he is making this speech, to try to renew momentum on some of these issues, i mean, is something that he's been wanting to do since december, when the republicans rr pretty divided. but the devil's in the details with these kind of speeches. when you're talking about tax reform, i think he told "national review" that he wants to look at a family-friendly tax reform. well, when you have a budget chairman preparing a budget that's going to balance in ten years, it's going to be really hard to keep things like the child tax credit. so we're going to see how this pans out, because you can't talk about a budget plabalancing in years without cutting some tax cuts that are really important to the middle class. we'll see how this pans out in terms of policy, rather than what we're going to hear today. >> so eric cantor was on "morning joe" today, talking exactly about that. the financial aspect of what it means to

i think it's rebranding but also rethinking.n order to rebrand yourself, tough rethink about your positions. in order to rethink your positions, you clearly have to rebrand them -- >> for example, you said you don't agree with all of rubio's positions. what are some of the things that would trouble you? >> well, look, i am a gay american, and so i believe in gays and lesbians being able to marry. i believe women should be able to serve on the front lines of the military. people in my party obviously disagree with some of those positions, but my understand something if you rethink your position, you're going to rebrand it. mien my understanding is that the republican leadership is rethinking some of those positions. it's a combination of both. i keep saying the same thing but it really is a combination of both of those things. >> how big an opportunity, steve, is this response to the state of the union for somebody like marco rubio? >> well, i think the history of people responding to the state of the union is very hard. people o

but in the event that you don't need a new cu, there's been rebranding, the formula use operation remains the same in terms of its size, function and general merchandise offering as determined by the zoning administrator. so, if it were to turn into a starbucks and they retain the same operation, then they would not need a new formula retail cu. however, if they did change the functionality of it, they were no longer a bakery, then arguably they would not be the same in terms of its use, size and function and they could be subject to a conditional use. we haven't had this issue come up. i think the closest we've had is a bank -- sorry, at the time the banks were not subject to formula retail, but grocery stores, i think albertsons changed to lucky's so they rebranded. but they're the same in terms of its use, size and function did not need a new cu. >> but we could -- that law could be changed to require that cu? >> this could be amended by the board of supervisors to require a new cu. there is certainly flexibility in how that could be applied, yes. >> okay. >> okay, next item, please. >

i think there is a giveaway in the word "rebranding" because rebranding doesn't talk about changing the product. the same stuff is still inside the can. it's about a new label with a nice friendly type face, nicer colors. but what is inside the can is the same. but i think there is very hopeful news -- that's my job on this show, to be hopeful -- in what eric cantor did today. one of the most important things in politics is to control the terms of the political debate. and if you read eric cantor's speech, the terms of that speech were progressive terms. the question he was asking is what can government do to help make people's lives better. that's not the old republican question. the old republican question was how can we create a smaller government? how can we cut taxes on those job creators, the rich people. and we've been here before. the democrats tried to do this in the reagan era when they all tried to look like members of chambers of commerce or corporate boards. so when eric cantor has to go out there and say message we care, you know something is changing in american politics.
