these are just recommendations. the first one is really a recommendation to ban sweeps and property confiscations by passing legislation that bans homeless sweeps, property confiscation and the confiscation of tents and improvised structures. we bring this up in particular with the context of ringin ringd storms. these are people's survival gear and medicine that people need to survive. if they don't have them when there's rain, these are also belongings that people just need in general. they aren't going to be able to be sheltered. we know that the shelter wait list is at over 1300 people long. they're not going to be able to get into shelter and they need protection. shelter is an inadequate placement for homeless people, particularly our most vulnerable homeless folks. for example, people who identify as lgbtq, women, other population who's don't feel it's an appropriate placement. that's our first recommendation. our second recommendation is to lower and i am not fie and so as the department of homelessness went

i would like to note we are advising one of our recommendations on one bill to recommend a new support position, given new information that we've received over the last week, and the fact that the bill in question is an urgency bill. so i'll start with the two bills that we're recommending on in your original package. ab1142, and this bill establishes a state-funded grant program for programs that will reduce mileage and collect data on those projects to inform future state planning. and the bill requires that regional transportation plans, such as in san francisco and the bay area -- it requires that they include measures of barriers to higher use of existing transit systems, including things like lack of parking. we feel it is an important part of this conversation to include as well as lack of parking, the barrier of lack of safe bike access, and lack of transit supportive land usage, as barriers to the use of transit. we are recommending a support, if amended position, on this bill. the second bill was ab1286, which would require that shared mobility companies, such as scooter shar
