and i think that relates to your question, about how outside recommendations are just recommendations generally might get some traction and how they sometimes have problems. representative graves mentioned the history of committees of reform and joint committees and others, and it hasn't been that great. sometimes it is an idea generating focus but doesn't really get implemented. and you know one thing i think that the modernization committee began with is that it focused on the house. there were certainly lots of opportunities lots of suggestions that we have a joint committee. frankly those joint committee, bringing in the senate as well. they bring in a whole other set of problems and aside from the republican/democratic differences or member differences, bring in these strong institutional differences and frankly at loof committees were sometimes the house wanting to tell the senate what it should do to itself. and i think it was a good focus that the house took a look at itself with its members who really knew the body itself. i also think the focus on modernization. that is not

peter hotez. >> do you agree with this recommendation? >> yes, because it was done out of massachusetts and utah and they did a study looking at half a million kids in massachusetts comparing students three and six feet apart. there are a lot of caveats. in areas of high transmission, they want to keep the high school and junior high school at six feet apart. let's say where there is a choir or singing, you want to increase that. the most important part to mention about these guidelines -- it depends on a lot of things. first of all, the amount of ventilation in a classroom. if you have a poorly ventilated classroom, even six feet may not be enough, certainly not if you are not wearing masks. also, in terms of getting teachers vaccinated, there is also the issue around level of community transmission as well. we have to be careful not to stick everything at the boiler plate of three feet or six feet. >> we will be talking to you later, but we wanted to start out with the breaking news and we will update that through the hour. >>> presiden

another recommendation i wanted to highlight is we recommended that the city create a task force to explore the viability of a city-run worker owned cooperative. it is clear the services are valued but the companies argued at the time they could not comply with ab-5 and the company's models are not sustainable. we felt it would be good to explore alternatives to the business models of the big app based companies. i did bring on a research associate after a series of next steps who took a deeper dive into cooperatives and that recommendation was the city of san francisco to establish a plan to develop a cooperative. i'll talk more about this in the work plan and proposing a specific project to advance this recommendation. and we recommended that the city establish a rebate program for delivery workers and that was based on the findings that an encouraging number of uber and lyft drivers said they would shift to doing delivery work on an e-bike if given incentive. there are barriers to them, they are expensive. 39% of delivery drivers said they would switch with incentive. 31% were maybes. we

we have 750 open recommendations right now. since 2010 we've made 3,300 recommendations. these are very specific vulnerabilities that need to be closed. and the supply -- in the supply chain area, we made 145 recommendations to the to these agencies so congress can make sure the agencies implement those recommendations. third area is critical infrastructure protection. here the standard for the private sector, except in a few instances where the federal government has regulatory responsibilities, are voluntarily implemented by the private sector. and the federal agencies have sector liaisons and they're supposed to help promote the adoption of those standards in the private sector. but the fact remains that the federal government really doesn't have a good handle on the extent to which the private sector has adopted the standards from national institute of technology and those areas. then the last area is protecting consumer information that's collected over the internet. we've called for a number of years that congress legislate a comprehensive consumer privacy protectio
