and our new recreation service delivery model. that new model focuses almost exclusively on the department's 25 full-service recreation centers and nine aquatics centers. our fiscal year budget simply does not include the funding to staff our clubhouses. there are some very limited exceptions to this. the budget does fund staffing for six clubhouses to maintain existing after-school enrichment programs. the criteria that we used for deciding to maintain these programs included the fact that they are well attended. they are geographically diverse programs. they were not close to other recreation centers providing similar programs, and the club houses are close to school. a key factor in after school programming. clubhouses that are also exceptions to the rule, those that are near recreation centers that are closed for renovation, like the club houses near the chinese rec center will remain staffed. as of august 16 when we implement our new recreation model, the department will only be providing programming, we will only staff 11 of

the recreational services that are provided to any one of these populations. that is a big asset for a city that is compact, that is dense, and that is obviously seeking to keep itself very accessible. it wants to be affordable, even though this is a challenge from year to year. we are constantly reminded of this in a huge ways. when we see decisions being made on the recreation and parks commission, the commission that this unilaterally appointed by the mayor, we do not always get the benefit of having that level of benefit in intersections in a way that many would like. we often feel that concerns by constituents that feel a detachment for a divorce from some of the most important decision making processes of the commission. there are no subcommittees on recreation and park commission. there are no advisory groups. there is not a level beyond the primary commission contact where people then have to go to the commission meetings to be able to process the kind of decisions that are quite frankly profound and meaningful to the day to day existence and being a s

preschool education, this is difficult to separate education from recreation. it is true structured play that children socialize. -- it is through structured play. on one to make the play that it is very difficult to make that distinction. thank you. >> thank you, commissioners. we provide a spanish and mandarin language programs. we have run a site adjacent to the playground since 2003. for seven years, we have to a fully shared the clubhouse with the community. we supported the director with materials and supplies. we use that part, we felt responsible. our students are from the community. nearly 600 families, many with multiple children, have participated in our program since 2007. 90% are from laurel hill and the immediate adjacent as of codes. -- zip codes. many of the children were raised in families where english is a second language. other than me, our staff is made up of families that have arrived in the country in the last generation. they support one another. we support them and for further education. i am proud that so many of our past teachers have

with respect to recreation, we spent this year coming up with a new recreation model that helped us not only conquered our budget problems but end up in a place where we will deliver more program hours and we have done in previous years and i really want to celebrate our staff and the labor organization to their commitment for a partnership process. our family accounts have been increased by 37% this year. we signed up 3000 new families in our family account system. our scholarships' tripled in the fiscal year from 729 families receiving the funds to 2355 families. we have a new online reservation system implemented this year. we just gave out $110,000 worth of scholarships for summer programming covering over 1200 blocks. every youth living in public housing can enroll in the program. this year, with respect to volunteers, we will beat last year's record numbers. with respect to permanence and reservations, we have a new on- line system as of january. all photographs to be part of a new web site. this year, we saw the opening of the facilities at the lincoln playground. the hamilton re
