the parks and recreation staff go out four times a year so every park is rated. we should have up to five scores of each park every year. that's what makes the result of this report. as you can see on this chart, this is over all trend for the last 7 years. what you are seeing from light to dark green are within the quarter within that year and the diamond is giving you the over all score for that year. we are continuing the upward trend and this is the first time since there has been a little bit of movement. 87 percent of the park scores above 85 percent. if a park is getting 85 percent it's in generally good condition. 69 percent have improved. if you compare this to last year, the numbers are different. steve will explain in a few minutes about the reweighting we did in the scores. we retroactively applied it to these scores. so the trend should remain the same. so what you are seeing here is a distribution of parks. in the green we have parks that are over 90 percent and yellow under and red under 80 percent. you can see the parks are still doing well. we ha

candlestick park is parks and recreation largest facility. it's a huge a very complex building, buildings i can say and the park patrol is responsible for the site security and the building and those inside. they are there 24/7, three different shifts. you can see them out in the parking lot where they are controlling the surveillance cameras throughout the stadium and on game day where they are augmented by the sf p.d. and the private security. since they are there 24/7, they are the site experts and have done a tremendous job, and like everybody in the department they are very short resourced, but they stretch and make it work. i was going through names to call a couple of them out. i don't see any of them here. we have doubled up the security between now and the 23rd. they are resting for coming on tonight. they would have been here. raymond wong and -- others. none of you guys are here, right? >> we appreciate that. that means they are working at the site right now. >> great. anyway we are really grateful to them for the decades they have

the marsh habitat seems to be flourishing under the parks and recreation. it's better than it was than the early 80s when i moved to pacifica. i'm not going to get into studies that seem to show that in fact the frogs are doing fairly well and have actually population has seemed to have grown since the 80s. but, what i will say is that as members of the course golf club they course, our membership is very diverse, we are all people who treasure our environment and we respect the privilege of playing in a beautiful place that also has sensitive habitat. our members are well versed in what they need to do to prevent any harm to that habitat and to the diversity of creatures living there. i speak from the heart when i say i would hate to lose this treasure. it's part of our community and pacifica and we meet and regularly there all people of all ages and ethnicities and inclinations. it's a great place and it's truly one of the center points in our community. please uphold the negative mitigation declaration and i thank you for your time. >> thank you. next sp

i have been working cooperatively and collaboratively with the parks and recreation staff as to how to distribute funds to the car barn project. the list you summarized pretty well. our highest priority is to move forward with the design set. we have 8 designs. we have a couple of hundred thousands of dollars to work the schematic designs. the total cost for the design works to move forward is $1.3 million of which the architectural fees are $653,000. so, again we would be able to use these funds if we moved forward in our capital campaign to match and leverage with private sources. we've also been looking at potential immediate capital needs to be done out of scope and one of those is replacing the powerhouse roof which is the attachment on the northern end of the building where the power supply for the electric train systems was located. as you mentioned the roof is leaking. so we've talked to the architects and there is a possibility of replacing that roof right now and the benefit of ceiling the buildings and the elements of the capital part of the budget. that is estimated to be $
