three years ago i did attempt to try to meet with personnel at park and rec. that was around two distinct issues. one is -- it was terry schwartz specifically. one was to develop a plan whereby which we could come up with a shared use plan for the city of san francisco. where we could maximize our programming which is free and serve our mission and also -- allow for park and rec to maximize the use of their space. i have to say, i didn't get very far in the manning. there was so much upheaval from the -- from primarily park and rec, i'm still here, it was difficult to go long-range planning. our program was chiseled away and we had to relocate. we relocated some of our -- our programs to community nonprofits as well as pulled back and relocated to our campus locations. however, i think as a -- as a fran resident and parent -- i think park sites are very appropriate sites for parenting and -- especially parenting programs where you bring children. i have to say in any other circumstance, r, i would be, this is not a side issue, i would be advocating for more ch

i am not saying that rec and park is not doing a good job. i am not saying that they are not struggling financially. i also am saying that we can fortify the greatness of an entity like rec and parks department to make sure it is fueled by citizens power. we are not see and we are looking for any kind of shift in power. we are looking for a co- governance system. this is not reviewed by the board of supervisors and then picked by the board of supervisors in order to enforce that cooperation which has not happened before in these kind of split commission appointments. in this particular construct, the person would be jointly pecked by the board president and the mayor. i think that would work very well. it would answer some of the concerns that have been ongoing and chronic. no matter what the fate is of this particular charter amendment, no matter what the fate is of any of these charter amendments, i would have to say coming out of the budgetary discussions that i am reminded that there must be a reestablishment of a bright line that must be

every summer the stern grove association in san francisco rec and parks put on 10 free concerts. usually people come out at 10 in the morning it's a family affair. everybody is on the lawn with picnics and it's free. anybody can come out. it's a great way to spend a sunday. >> goes to 1-2 in the afternoon and runs until 5. [music]. thanks to the stern grove association they renovated the concert meadow. it used to be a rolling grafsy area. put in a new stage and stage building. they put in terraces. we get from 8,000 to 12,000 people. and the meadow next to the concert meadow is full of people even though they can't see the music they hear it. i walked into the meadow several times and they don't even care. we do have literally events going on day and night. the concert association has kids days during the week. the performers come out for hundred 200 kids. now, the truckadero truck house gets rented out for weddings and retirement. the croquet clubs and horse shoes. 2 play grounds, tennis courts. we have from 25 to a hundred dogs here. it's like bisons going across the mid west.

i have been in contact with three members of park and wreck -- rec. i was not aware of the process until i have the e-mail with me and until 2009 and unfortunately, the city college is experiencing a budget deficit that is unprecedented. we were not able to respond with the fee for service for the clubhouse we have been occupying. for many years, we did pay rent and as someone who has actually facility it -- facilitated process, they are here today. we have not assessed rant. i cannot explain what has happened. this has been a process and a lack of communication. we are closed because of our budget situation. we are free by a the state mandates that we operate, that we offer free courses to the community. each adult brings one or more children. we are a full and final program and it is tragic to me that we are talking about a preschool program verses a child observation family. i know some of my students are sitting behind me. this puts me at great conflict. >> i think that there will be questions and i will get you back to answer. >> i live about fiv

that means if we can help phil ginsburg or rec & parks, we are trying to see how we can use our projects to help more than one goal at a time. the community engagement process around these is never over. it is the beginning of the process. the goal really is to get to a place where these developments never feel like an us and them mentality. that really happens if you move in on the work. i would be remisnot to mention we have had a tremendous amount of work from our philanthropic founders. but a tremendous amount of work. again, we know we have an ongoing need to keep the public and our city partners and our private partners informed. it's one of the great challenges of hope s.f. our goal through the web site, hope-sf.org and through the fiscal presence of partners is to keep the communication level up. we realize there is no way to ever sort of be done with this process, and that's again part of our goal in coming here today is to try to surface these issues so that if people don't know about it or they are getting bad information, or if there are things people need us to work on, we c
