in 2007, rec and park constructed similar wetlands habitat improvements and public access improvements to india basin shoreline park and india basin open space. sorry. this is an example of some of the corporate volunteer participation with the environmental education programs. that is one of the points i wanted to make about the programs is that not only do they provide great value to the community but they also return value to the port, both in terms of many hours of volunteer labor that are contributed at the park, but also, less tangibly, in developing public and community support for stewardship of the park and the types of habitat the park houses. india basin open space is on the southern portion of india basin shoreline park. parts of both areas are constructed on port property, but were improved and have been operated and maintained jointly by rec park. rec park staff run a huge storage chip program and also in natural areas -- a youth stewardship program and also a natural areas program. both could complement the programs at heron's head park. similarly, india basin and heron'

three years ago i did attempt to try to meet with personnel at park and rec. that was around two distinct issues. one is -- it was terry schwartz specifically. one was to develop a plan whereby which we could come up with a shared use plan for the city of san francisco. where we could maximize our programming which is free and serve our mission and also -- allow for park and rec to maximize the use of their space. i have to say, i didn't get very far in the manning. there was so much upheaval from the -- from primarily park and rec, i'm still here, it was difficult to go long-range planning. our program was chiseled away and we had to relocate. we relocated some of our -- our programs to community nonprofits as well as pulled back and relocated to our campus locations. however, i think as a -- as a fran resident and parent -- i think park sites are very appropriate sites for parenting and -- especially parenting programs where you bring children. i have to say in any other circumstance, r, i would be, this is not a side issue, i would be advocating for more ch

we just delivered a grant for -- to provide an extra day of programming at jolie rec center, which is not dissimilar from this. i could see additional grants for additional clubhouses. that's context. >> i have one last question, i apologize for that. i hear the department saying there's been conversations with -- with the current tenant and with the c. ccsf for a long time. there is a suggestion that we have heard for a continuance for another month, as i understand t the idea would be that the community would raise money for the current tenant to be able to afford the lease. i like to hear from the department how u think about the equities of that idea. >> part of the problem i think goes to what i had asked you about the seed situation. we had investigation on the seed whether we could charge rent for the programs. those programs are funded by state money. >> let me interrupt andcy, i think the proposal, there would be to the rec and park department. i like to hear from the department. do you think that -- >> maybe we should ask the city attorney if that's something we could do. >>

i am not saying that rec and park is not doing a good job. i am not saying that they are not struggling financially. i also am saying that we can fortify the greatness of an entity like rec and parks department to make sure it is fueled by citizens power. we are not see and we are looking for any kind of shift in power. we are looking for a co- governance system. this is not reviewed by the board of supervisors and then picked by the board of supervisors in order to enforce that cooperation which has not happened before in these kind of split commission appointments. in this particular construct, the person would be jointly pecked by the board president and the mayor. i think that would work very well. it would answer some of the concerns that have been ongoing and chronic. no matter what the fate is of this particular charter amendment, no matter what the fate is of any of these charter amendments, i would have to say coming out of the budgetary discussions that i am reminded that there must be a reestablishment of a bright line that must be

-compliant, which the procurement standards do not allow the use of recs and the 51% goal. as you're going beyond that amount, only half of that percentage, to the 51%, could be made from recs. another clarification and addition based on feedback from this body and the pumplet u.c. at the last meeting is -- the p.u.c. at the last meeting is asking the proposer to provide details in terms of what they see as key metrics for evaluating the success of a program as well as what the proposer identifies as a target for opt-out rates, and if there's any issues associated to opt-out rates. and the last is pulling out of other areas and making its own sections abundantly clear that energy efficiency and response are fundamentally important to the portfolio. if you're going to try to do a side by side comparison of this document with the last one, there have been a lot of structral changes that are not substantive, but i'm quite proud of it, because this draft compared to the last draft, the team's worked really hard along with lafco, the city attorney and our own san francisco team

the acting head of the parks and rec who guarantees that all this will be as beautiful as ever. basis what coit tower means to me and special gratitude to the coit family here today the coit tower when i am in san francisco, and it's not as much as i would like to be, is the firstsite -- first sight i see in the morning and the last sight i see at night. since i work in a bicoastal way, i'm up early and see the sun come up and the first thing that comes into view is coit tower from my home and the sun, when there is sun, glistening off coit tower, is a beautiful, beautiful opening of the day and a reminder of how blessed we are to live in this great place. honoring our history, enjoying our present and future. and then at night, at night when the city goes dark, coilt tower shines from its own lights, not a reflection of the sun. but when it gets to be 12:00, the lights go down in the city and the lights go off on coit tower and we all know the day has come to an end. so it is a beautiful reminder of the -- all that goes on here morning, noon, and night and probably beyond, that

every summer the stern grove association in san francisco rec and parks put on 10 free concerts. usually people come out at 10 in the morning it's a family affair. everybody is on the lawn with picnics and it's free. anybody can come out. it's a great way to spend a sunday. >> goes to 1-2 in the afternoon and runs until 5. [music]. thanks to the stern grove association they renovated the concert meadow. it used to be a rolling grafsy area. put in a new stage and stage building. they put in terraces. we get from 8,000 to 12,000 people. and the meadow next to the concert meadow is full of people even though they can't see the music they hear it. i walked into the meadow several times and they don't even care. we do have literally events going on day and night. the concert association has kids days during the week. the performers come out for hundred 200 kids. now, the truckadero truck house gets rented out for weddings and retirement. the croquet clubs and horse shoes. 2 play grounds, tennis courts. we have from 25 to a hundred dogs here. it's like bisons going across the mid west.

i have been in contact with three members of park and wreck -- rec. i was not aware of the process until i have the e-mail with me and until 2009 and unfortunately, the city college is experiencing a budget deficit that is unprecedented. we were not able to respond with the fee for service for the clubhouse we have been occupying. for many years, we did pay rent and as someone who has actually facility it -- facilitated process, they are here today. we have not assessed rant. i cannot explain what has happened. this has been a process and a lack of communication. we are closed because of our budget situation. we are free by a the state mandates that we operate, that we offer free courses to the community. each adult brings one or more children. we are a full and final program and it is tragic to me that we are talking about a preschool program verses a child observation family. i know some of my students are sitting behind me. this puts me at great conflict. >> i think that there will be questions and i will get you back to answer. >> i live about fiv
