i'd be asking a question about why is a bathroom $1.7 million and that's the reality we deal with in rec and park and any other department. i'm amenable to moving forward on the project so it doesn't get to be more. >> commissioner harrison: yeah, the project is great. and i would normally support it, but because of the prefabricated restroom, i will be unable to support this. for a lot of reasons. but anyway, just want to put that out there. >> commissioner mcdonnell: quickly, another math question. i'm in full support. i look forward to moving forward with the project. the opening paragraph and it's repeated elsewhere says, to increase the change order, the change order amount allowed from 141 to $1.2 million, the change order amount isn't 141 to $1.2 million, the change order is 141 to 244, something like that, so the language is inaccurate. >> right. but this is typically how we word the contract increases, but you're right, it's not a -- we want to issue a change order in that amount, not to have that amount outstanding for future changes. we want to execute the swings and the playg

we have been around since 1971, building and helping to build this city's rec and park department. i would say the rec and park department in san francisco is now one of the top recreation and park's department. it got there with advocacy and partnerships. that's what we are built on with 12 now community leaders that we organize every year and 200 community groups, that we're fiscally sponsored organization and most are in our parks but we're expanding. we are the first city to reach a ten-minute walk to parks and open space and crane cove will help the dog patch area in the southeast waterfront be more successful. we started off with fundraising in the mid'90s with the conservatory of flowers. mamany of you may remember, it s blown down in a storm and we raised $26 million to reopen that with an endowment and we still operate that if partnership with the rec and park department. we just completed a $30 million campaign to redo the golden gate park tennis centre, as well, which has a big component for the tennis learning center which is invested in tennis courts, in equity zones a

>> that's a big fight at rec and park of having natural turf versus artificial turf. having sons that play soccer and baseball, you step in the gopher holes and that's why it's been something of contingency in rec and park. >> of course, i was going to say the same thing and i recognise the gophers and the gopher holes. there must be some way to do it because i can't do anything in my backyard because these gophers are rough but i think there has to be something rather naturally and creative that we can do because it does seem rather to defeat the purpose, but i think there are two different goals and that's what we have to reconcile. >> whack-a-mole. the solid green areas near the shoreline are the park areas under the jurisdiction of rec park. the remaining areas shown in hatched green and blue are the areas to be vacated and this consists of right-of-way under the jurisdiction of public works in the green hatch and the area under the jurisdiction of the port in blue. the next slide, slide seven, focuses just on the streets to be vacated. of the 7.5 acres to be vacated, roughly half, 3.7 acres of parse street parcels, lie within the future park area, which is the green dashed outline here, and these will remain owned by the city, to be vacated and maintained by the park and rec park. the remaining 3.8 acres of vacated streets will be conveyed to build at the time of the public trust exchange as contemplated in the development agreement. the city will temporarily reserve right-of-way easements over 1.5 acres of these street parcels to ensure there's no net loss of acreage as part of the development. slide eight illustrates the 6.4 acres of currently privately owned land that will become public land as part of the public trus

had subcommittees on each development that came in that we had one for childcare, one for parks and rec, development and everything. so the training programmes we had with the college and also with model cities, we trained people in our community for each phase of the projects that were coming into hunter's point. where there was business, we had a business programme to train people with businesses. it went through the hunter point college which was the first campus college. every college we started through model cities, we started a minister witmission with hiringl of the others. but for those familiar will the mission, talk with -- i forgot the director's name now -- >> don markham? >> no, he was the director of the model cities. they could link up with the colleges out there, training with childcare. we had over 40 people through the childcare programme and each were able to buy homes, so if we want people to stay in our community, we need to train them in our community. we have college track. we have philip randolph and they train people for different aspects of things but we were n

rec park, he authorized the bond issues as was stated by supervisor fewer and he was very interestedin repairing underground infrastructure and not just those things we can see. at puc, phil was the lead author and planner for the puc master plan that resulted in our rebuilding of the sewer system in the city. and at human services, which is probably the job that he loved the most, allowed him to use his management skills to help the disenfranchised and the poor. and with his leadership, the city expanded food stamp, child care, access to medical insurance and housing for the poor. he was a gifted and hard-working and very humble public servant. as supervisor said, he did join nonprofit boards and was a member of the housing authority for a number of years. but beyond his good year for the public, he was a sailor in the bay, a life long swimmer and runner. lots of time spent hiking and biking the trail of the open space within the bay area. but most importantly, phil was a loving husband, father and friend to many. largely due to phil's example, our children have found their life cal
