the biggest one would be the redevelopment, the state's decision to eliminate redevelopment agencies, and they subsequently allowed continuing redevelopment if we make a payment to the state. we did get good news, relatively speaking good news, the projected payment was going to be 25 million in the current year. we just got news it is going to be 15 million if we are required to make the pavement. there is a court case pending, and the court has issued a stay until january 15, so we will know more in the next few months whether or not it to make the payment. i think the resolution has been passed. the mayor has been supportive of continuing redevelopment. if we are not successful in court, we are expected to make the payment. whether or not we have to make the entire payment out of this reserved for state impact or we have been talking to the redevelopment agency about what they can do to help make that payment, so i am sure once we have clarification from the courts, we will come back to you with the plan to make that payment, but obviously that is a big concern for us. public safet

so if we could -- if redevelopment could work with his office to ensure that the appropriate committee groups and schools and housing committees in the western addition maybe could be included as places of initial outrage for some of the matinees and the educational programs. i think that would be appropriate. i know in the meeting, i guess it is now six middle school programs that would be included. i believe that marina is on that list and francisco. the two schools. we can look back at that. we can look at zip codes of enrollment at each of the middle schools. i think it is important to ensure that the students coming from the western addition community, that those get priority. because there's not a middle school in the western addition. although gateway middle school, i believe, is opening this year. but that is a charter middle school. and i believe the change i asked about has been included, but i want to clarify. i know that it said up to 10%, but it has been changed to at least 10%. >> yes. supervisor kim: i appreciate that change as well. i know we're still waiting on a repor

what do you think of that plan and the value of redevelopment agencies? >> redevelopment agencies have been very successful. golden gateway, treasure island, bayview. there is no question about it. they have been very beneficial. that said, i have a tremendous amount of respect for the very difficult position governor brown finds himself in. i am not as familiar with the state budget as the local budget. i think the state budget to any casual observer is absolutely broken. it will take radical changes like what the governor is proposing. when the state government gets fixed, whether it is redevelopment or some other local important piece, san francisco will get hurt. there is no way to fix that problem without hurting san francisco and every other city and county in the state. the state has been far outspending what it should. it will come home to roost in the next couple of years. >> was talk about the city's economic development and whether we are on the right track. if we are not, let's talk about the right steps to take. >> i think we're on the right

agency has jurisdiction over and is overseeing the redevelopment of. zone two, the jurisdiction of which was transferred or delegated, i should say, to the city, back to the planning department, and is subject to the control of the city's planning code, and as such, that is subject to this rezoning. the plan will be rezoning essentially all of zone two as well as surrounding areas that are not part of it. this plan has several core objectives, the first of which is a land use objective to recapitalize on the major investment that is transit center and really look at the south side of the downtown now that we are 25 years out from the adoption of the downtown plan in the mid-1980's and look at how the city should respond to the major public transit investment with the land use response. second, to look at how the downtown has evolved from a physical standpoint and see whether we ought to further kraft both the form of the downtown at the skyline level as well as the pedestrian level and what public realm response in terms of streets and public spaces sh
