melarose is a common use in redevelopment areas. the proposed rate at the new treasure island development project would bring the total package to 1.8 percent signed. that would be a 10th of a percent what we're proposing here. we're working with economic consultants and have led us to strongly believe this is a supportable rate, that it can be well accommodated by the increases in land value that is expected in the plan area. it is important to know that just looking at office space, an increase insupportable office rent is only three or $4 and would more than outweigh the annual cost to projects. we're talking about office rents that will already be in the $70 range. it is a relatively small increments. there were questions about what projects that it would apply to. the trigger for the new mechanisms is the construction of new development. we do not have a mechanism to share the burden with the existing buildings. we cannot rope them into the mechanisms. we will apply them to the redevelopment. as i mentioned,

before the march of the redevelopment agency i was on the advisory board to the redevelopment agency. back then it was unanimous, we wanted to have this substation in this area. this is ground zero. not only that, for many that coming to san francisco, it has been tough on businesses to have less going on there, going about the commands, blocking the view and the street traffic and so forth. we really want this substation to open up. also, comfort. for business it will make it better. it is a great thing that we're going have. we have been waiting for this for so long.

we made a commitment along time ago with the assistance of redevelopment. we said any time we have an opportunity to build housing targeted to people that really needed our help, we would do so. that was reflected in the 10- year plan for homeless housing objectives. at least 3000 units in the next 10 years. this project of 120 units gets us to about 1977 about commitment. we still have to move forward. i would like to resonate about my disappointment about the elimination of redevelopment. i cannot do that today because we have a valuable time to get this project up for other people. as disappointed as i am about the project, we have got to move forward. that is why we have tiffany and many others who were on the re- development staff before. we finally got an agreement last friday to move forward on many fronts we have to get done to build more housing. they keep to the wonderful work from our staff and -- thank you to the wonderful work from our staff and agencies. they could probably complain about us wallowing in our despair about this. we move forward
