did not want it redeveloped as a redevelopment area. in many ways the redevelopment ordinance, the power was invested in the planning department as opposed to the redevelopment agency. the collateral agreement basically dealt with citizen participation. >> commissioner sugaya? >> yes. i guess mr. rich, during our hearings previous hearings on this development there were people who testified and also i think reactions from the commission revolving around psychiatric services. a lot of discussion around psychiatric services. i don't know if that's being addressed here or not. >> i will try to address that. i would like to caveat anything i say that i'm not the public health folk. i think we can certainly by the next hearing we can have them here and we have them elaborate on what i say. there is in the health care innovation fund which is one of the requirements that cpm c funds to the tune of approximately $900 million, one of that is to provide outpatient psychiatric care to our community. she prefers to beef up the city's ability psych

redevelopment focused on providing affordable housing. by state law 20 percent of the increment must be spent on parks, bay assess and the remove of bay fill. as you know there's significant historic contamination along the port property. so in 2005 is when we first went up to try to develop the tool and it was really based on the work that the director and cf o director did in the first 10 year capital plan. the plan says the structural financial plan is not in its operating budget it's instead the bag log of capital improvements needed to bring the port property up to compliance and this chart there's two charts the one on the top with the red and blue the red shows total need along the port which is above $2 billion and the blue is the funding sources we've been able to identify. the chart below is a break out of the blue portion of the chart above. you'll see that i f did say major source we're looking to improve the water front. we've been legislativeing over time. that authorized you to fund the port property and it expanded the ran

i'm skeptical of redevelopment overall.t led in the 1950's and 1960's to the devastation and destruction of many low-income neighborhoods. it was often done without a heart and was very disruptive, displacement in fact, especially of lower income and working [inaudible] market is one place where they used to be families living there that have been displaced by high-rise hotels and other types of structures, but i think as redevelopment reform moves forward, we need to be sensitive to ensuring that san francisco can protect its projects that preserve decent housing and better housing for the lowest income population. i think the governor's proposal is very dangerous and may impact treasure island development, so we have to watch very carefully, but i'm skeptical. >> what are your thoughts on the city's economic development? are we on the right track? what would you like to change about the city's approach to developing economies? >> in the chair of the land use committee this year, and i was vice chair last year with our for

the external agencies, you know, a lot of that are in the development or redevelopment or former redevelopment area along with transbay -- along with the transbay center. the funding source, this is where, you know, a constrained plan becomes really difficult and i have to say we are one of the few, one of the only ones i'm aware of where we list on our capital plan what we fund and what we don't fund. how we're doing that is if you look at the pie chart on the left, you can see for enterprise departments we're able to issue a significant amount of debt to cover our -- to cover some of our capital liabilities. so, that is especially true in the airport and the puc where we're up to 50% of the operating budget is going toward debt service. now, that's not the case with muni that they actually have started to be able to issue debt, which is something that's also new. this happened in the last few years or the last year or so where they're able to start to begin to address some of their needs that way. if you look at the pie chart on the right, you can see for the general fund departments, we rea
