in april of 2022, mr reed was freed by russia in a prisoner swap.e was convicted in russia of endangering the lives of two police officers while visiting moscow in 2019. reed is scheduled to begin studying at georgetown university next month. earlier, the us state department sought to distance the government from reed's actions. mr reed was not engaged in any activities on behalf of the us government and as i indicated we have been incredibly clear, warning american citizens and nationals not to travel to ukraine, let alone participate in fighting there. meanwhile, the us announced a new aid package for ukraine totalling $400 million. the us department of defense said the aid including air defense missiles, armoured vehicles and small drones. this marks the 43rd security assistance package approved by the united states for ukraine. since russia's invasion in 2022, the us has provided more than $15 billion in military aid to ukraine. this news comes as lawmakers in russia raise the maximum conscription age for men from 27 to 30. last week, the maximu

you meant reed. >> reed. sorry. >> you were talking about paul whelan, and he is one of the americans still being detained. you also mentioned evan gershkovich from "the wall street journal." could this have an impact on negotiations to get them out? >> we don't know. because, of course, the russians are mercurial. these negotiations are always difficult. russia has always been guilty of changing its demands, raising its demands in the midst of negotiations. but i will tell you this, anderson, there is deep concern within the administration about the potential affect of this, because those negotiations are so difficult. as i said earlier, it's partly about not wanting to escalate the war in ukraine. they don't want russia to believe that the u.s. is deliberately sending former service members there, but also the idea of someone being released at great effort from russian captivity through negotiations, a prisoner swap, and then going back to fight. they're concerned russia would use this as propaganda points.

reed's family shared it with cnn.hile fighting alongside ukrainian forces against the russian invasion. remember, reed was wrongfully detained in russia for nearly three years before he was released last year in a prisoner swap. cnn's jennifer hansler joins us from the state department. now, jennifer, a question i suppose going forward is the seriousness of his injuries. i'm told it was a wound to his leg. the concern was better to be treated out of the country than in the country, by his doctors there. what's the latest we know? >> well, jake, we know from a source that told our jake tapper that trevor was fighting with troops near bakhmut to take back territory when he was hit in his legs by shrapnel. there were other members in the group also injured in that fighting. and sources told us he was first treated in a hospital in kyiv before being evacuated by ngos to a hospital in germany. as you said, he's expected to make a full recovery there. it's important to note that this source close to trevor and u.s. official

the source close to reed also told our jake tapper that reed actually first went to ukraine back in november2, and he was motivated to fight alongside ukrainian forces because of what he experienced what he was in russian captivity. now recall that reed was detained by the russians, wrongfully detained according to the u.s. and he was released as part of a prisoner swap in april of 2022. so he went back recently to fight with the ukrainians and he and his unit had apparently been taking back some land around that eastern ukrainian city of bakhmut when he was injured. again, he is expected to make a full recovery, and he did -- and the source did say that he eventually does want to tell his story, but right now the family is simply asking for privacy while he does recover from his injuries, john. >> really extraordinary developments. the fact that he went back to ukraine, in a way as revenge for what happened to him inside russia and expected to make a full recovery. natasha bertrand, please keep us posted. thank you very much. rahel? >> coming up, lots of evidence. that's what authorities sa

reed was the former u.s. marine detained by russia, for more than two and a half years, until a prisoner swap was arranged by u.s. authorities in april of last year. his parents had worked hard to keep his plight in the public's mind, and obviously we're thrilled that he was finally released. well, today we learned that trevor reed at some point decided to go to ukraine, and fight against russian troops. we don't know what his motivation, was he inspired by ukrainians resistance to invading army? or, did he see this as a way to strike a blow against the russian leadership, which held him unjustly in prison. details are scant, at this moment. we do know he was injured during the fighting, and has been flown to the u.s. military hospital in germany. the extent of his injuries is not known. at the time of his release, reed was said to be in poor health. his father had said he had suffered a broken rib during his captivity, also that he was coughing up blood. and possibly, the result of a tuberculosis infection.

while the state department, officially does not declare trevor reed, no one sent to ukraine.his is his amateur activity mr. reed did not engage in any activity on behalf of the us government and, as i have already noted , he was very clear when he warned american citizens of the us subjects that they should not travel to ukraine, not to mention participation. there , last year he was accused of hostilities in turkey on the russian pilot konstantin tiroshenko, whom the american special services kidnapped, tortured and forced to confess to drug trafficking president biden reported at the time that he personally oversaw this exchange i made. i arranged everything, and now the us authorities are not unreasonably worried. that after this, when a prisoner, released under special conditions from our prison, immediately went to fight against us, there will be no indulgence for other american citizens , paul whelan and evan gershwich, accused of espionage. our team will certainly continue to use every opportunity to bring evan home to bring home paul. this is not at all such a case, t

trevor reed, as you pointed out was released from a russian prison in april 2022.held for three years on russia charges on endangering a law enforcement officer there when he was released it was in a prisoner swap for a russian serving a 20-year sentence for cocaine smuggling. it took place in turkey. most of the time trevor reed was on our air talking about another american journalist evan gershkovich. and he was tweeting up to a couple months ago. and made the decision to go and fight as a privateizen. he wasn't fighting on any dod administration. an official says cnn, i want to make it m reed was not engaged in any activities on behalf of the u.s. government. the u.s. government has been extraordinary in fighting in ukraine. the severity of those injures and when did he make that decision to fight there? we'll keep you updated on what we learn. >> yeah, that administration stated part of a general policy, attempting not to escalate with russia, making it clear these are volunteers but there have been many volunteers that have gone there. >>> a federal grand jury

and what more do we know about trevor reed's story? we know he was transported to a hospital for treatment in germany? >> reporter: yeah, we know from u.s. officials speaking to cnn that he was first brought to kyiv and then with the help of an ngo according to the state department transferred from there to a medical facility next door to the ramstein air base, an american air base in germany. that is really all we know about what happened in ukraine. this is really the first we've heard that trevor reed had even traveled to ukraine to engage in that fight. we don't know the severity of his injuries or how long he had been in ukraine. we don't know where this happened. so there is a lot more we're trying to find out this morning, but it is very striking considering that only 15 months ago he was freed from russia detention in that very hard prisoner swap, the fact that he would do anything to potentially jeopardize that freedom is very striking. and obviously the question now and why you see the messaging around this for the u.s. is ve

reed was injured about two weeks ago fighting on the frontlines in ukraine in bakhmut.ound and he was taken to kyiv for treatment. he was then transported to one of the largest u.s. military hospitals in germany for treatment. take a look at this timeline. it was in the summer of 2019 that he was arrested in russia and detained, according to the u.s., on charges of endangering a law enforcement officer. he was in jail there for nearly three years. he was released in a prisoner swap for a russian cocaine smuggler, bringing us to april 2022. about a half year later in november of 2022, he made the decision to go back to ukraine. that decision, the source close to reed says, was first because he was monhonored to fight withe ukrainians, and second, the oppression he saw in russian prison. he came back to the u.s. and he was on air in studio a couple months ago. then he returned to ukraine. that brings us to july. that's where he was wounded just a couple of weeks ago by shrapnel, forcing him to come out of the company to receive treatment. you can see here, this is one of
