reengagement is not a free pass. we take any reports of suspected or confirmed reengagement very seriously and work in close coordination with our partners to mitigate reengagement or take follow-on action. i cannot discuss the specific security assurances we receive from foreign governments with any specificity in an open session. i can tell you that among the types of measures we seek are the ability to restrict travel, monitor, provide information, and reintegration or rehabilitation programs. before transfer, we have detailed specific conversations with receiving country about the potential threat the detainee may pose after transfer and the agreement about measures the receiving country will take in order to mitigate the risk. we also review the capability of that country and its security establishment and its track record and adhering to prior agreements. let me talk about the periodic review board process briefly. the prb process is an interagency process established to review whether continued detention of de
