kron 4's reggie kumar tells us investigators used dna evidence to tract down the killer and arrest him. >> reporter: authorities finally believe they know who killed rachel, found dead july 28, 1979 at a business. the da said she worked as a security guard, it's now a music store. investigators believe she knew her killer. he is now 61 years old and lived in richmond. he was arrested at doctor's hospital on wednesday. authorities say before he stabbed her 30 times with a pair of scissors the d a's office said they shared a marijuana cigarette together and his dna was found on the cigarette and the blood stain on her pant leg. he says they located him in the state's database, which means he has a criminal record. he would not discuss the motive in the case. >> often when a perpetrator stabs someone he cuts himself in the process. so finding his blood on her pant leg puts him at the scene and shows he bled at the same. the marijuana cigarette shows he was there, spending time with her. they shared a marijuana cigarette together. both those items directly link thime the crime scene. >> re

in san francisco, reggie kumar, kron4 news. >> five men are in custody in oakland tonight after a stand- off and school lockdown today. about 9:30 this morning, police tracked several home invasion suspects to a home on melrose avenue near 49th avenue. they closed the streets and locked down horace mann elementary school. after several hours, police had all five men in custody. parents were allowed to pick up their children from school around 2:00 this morning. >>> oakland has seen 72 homicides so far this year. city leaders are in disagreement over how to curb the violence. ideas range from teen curfews to gang injunctions, though no decisions have yet been made. j.r. stone shows what could be done in oakland that has been done in other cities. >> reporter: three cities that have dealt with gang problems and homicides are listed here, philadelphia, new york and los angeles. we start with philadelphia. they've put strict teen curfews into effect over the last three weeks. you can see some of the video here. violent crime is slightly down but during august the homicide rate dropped by mo
