his name is reid whittaker. a 29 -year- old resident of livermore.d another is behind bars. it all happened around 10- am. police say the man who caused the wreck was drunk. he is identifed as 53-year- old primitivo garcia. he was arrested and charged with felony d-u-i and vehicular manslaughter. whittaker was from moraga. he most recently worked as an e-m-t for a company called ""turf rescue"" at golden gates field. more money is coming to county jails for some much needed upgrades to. the board of state and community corrections will vote next month on how to allocate $500 million in state issued bonds to 15 counties. among the county said to receive the money are san mateo, napa and santa cruz. the bonds will be used to upgrade gills and build classrooms for in a rehab programs. in the east bay this morning, a major hurdle has been cleared for in a senior housing complex and grocery store. the albany planning commission has approved uc berkeley's plan to have 175 units for senior housing and space probes a farmer's market and to other retailers. t
