joining me now is ed rendell and jared bernstein. thank you for coming on the show tonight. >> thank you. >> governor rendell, i think this is a big move for the president. i mean, what do you think? >> i think he deserves a tremendous amount of credit, reverend. this is a big move. it's a bold move. it's a format that can really begin discussions and lead us to a grand bargain and if anybody doesn't think that we need to resolve this debt problem now, today's jobs numbers should lead us to know that it's going to straighten us out. it's going to cause him to lead with his own caucus. the progressive left of our party and congress in the senate has got to be won over. that's going to acquire presidential leadership. he's willing to try to do that. in return for reasonable revenue increases that really don't hurt any working family. reasonable revenue increases on the right and he's got the absolute right to expect that republicans will work with him. this is a budget that's subject to negotiation but republicans have to understand wh

rendell and dick ravitch would like to weigh in on this. do you believe that they should be able to negotiate, as they did with general motors? the remember in 1975, when banks and unions, and the president ended up doing what they swore only weeks earlier what they would never do, that the threat of the bankruptcy had something to do with their decisions. tell you, one of the things that was done in 1975, was to pass a law declaring a moratorium on the payment of interest of new york city's debt on the theory that that would give expense relief to the city's budget for a period of time. ultimately, the highest court of the state found that unconstitutional and said that the state must exercise its taxing power to meet its obligations. i am not suggesting that that necessarily would be the ultimate law of the land affecting every jurisdiction, but that was the decision of the highest court in new york state. if you think about it, you could argue, the greatest risk of the improvements that characterizes the management of so many governments

governor rendell, governor schwarzenegger, republican governors. why is it so hard? >> you know, i think it's a combination of all that was just sent. this virulent antigovernment almost pathology that sits amongst a good chunk of the members, particularly on the tea party side, and the inability to find financing mechanisms, because it requires some resources in revenue to be put into place there. i think, you know, whether that's tried to find through traditional sources by raising energy taxes or by trying to find it by producing the polls by getting rid of the penalty, you know, the generous support the oil and gas industry has. there's just no capacity right now to get any revenue passed through the house to support those funds. so the president has proposed some of the. he has suggested creating an infrastructure trust by creating a little bit more of a feed off of extraction of oil and gas on public land. is just the appetite for that. you know come in the house. whether you could find a way through by getting a bipartisan deal in the senate as we saw can oper
